This PR adds the Loco Positioning tab to the cflib2-based cflient.

Main changes compared to master:

• The Loco deck and loco.mode params are read once on connect. Master used param update callbacks.
• The anchor position dialog is closed on disconnect.
• AnchorStateMachine and its timer are replaced by one polling loop using Memory.read_loco_anchor_data().
• The active anchor list and all anchor positions are read every second. On master, positions were only refreshed in one of every eight polls.
• Errors that are not acted on, are not caught.

In 437ea53, I tried to improve the anchor position writing process. Specifically:

• Only anchors whose reported position differs from the target are written. This leaves room in the Crazyflie's 10-packet LPP queue for the anchors that need updating.
• Each write logs which anchors were written and how many were already up to date.
