create a basic wallboard application based on electron and vue.js

as a proof of concept that this can be done with electron, the basic version should include the following features:

  • settings for the shown websites (storage with electron)
  • multi monitor support (has electron accesss to this?)
  • open multiple websites per monitor (tabs)
