Adapt the custom fetch wrapper to the new Request-based API

openapi-fetch 0.17 passes a Request to its custom fetch function, but getCustomFetchFn in src/network/oncall-api/http-client.ts:21–31 still expects (url, requestConfig) and immediately calls requestConfig.headers.set. With the second argument absent, every request through onCallApi() throws before reaching the network (including loading alert groups); update the adapter to handle the Request and preserve its headers, method, and body alongside this bump.
