PublicAPIs (/service/public/api/repository, /service/public/api/policy) is superseded by PublicAPIsv2. Also remove code that becomes unused with it: XPolicyService, XRepositoryService, PublicAPIServiceBase, VXRepository, VXRepositoryList, VXPolicyList, VXPermObjList, the public-object conversion methods in ServiceUtil, unused XPolicyService injections, and related tests.
