docs: fix broken zstd manual links - #3746

Motivation: The zstd project moved from facebook/zstd to meta/zstd and https://facebook.github.io/zstd/zstd_manual.html now returns 404. Modification: Point the ZstdDictionary scaladoc and javadoc @see links at https://meta.github.io/zstd/zstd_manual.html#Chapter10. Result: The links resolve to the Simple dictionary API chapter of the manual. Tests: - Not run - doc comment change only; checked the new URL returns 200 and that #Chapter10 is the Simple dictionary API section References: None - zstd docs site moved to meta.github.io
