feat(rpc-api): add typetest for getAccountInfo

Summary

Adds a typetest for getAccountInfo().

This covers each getAccountInfo overload, verifying that the inferred response type changes correctly based on the selected encoding while preserving the shared account metadata and nullable response contract.
