If hog & bug reports are nil, then old hog/bug report must be retained #3
Currently, clearLocalAppReports is called before checking if either hog or bug report is successful. Although the commit happens after the hog/bug report update, we should have a flag (clearLocalAppReports would always result in hasChanges).
