What's Changed

Use Rustls with native certificate roots to remove the Linux OpenSSL dependency. Preserve TLS options and declare the Windows system DLLs used by OAuth browser launch.

Validated: local build; CI tests, Clippy, builds, and package loading across Linux, macOS, and Windows; release dry run.

Stack 4/5: based on #711; followed by the validation update in #713.

Seems good, but do we need to update both the Go and Rust drivers? Maybe let's pick one to focus efforts on?
