Adds missing CRC validation check for firmware downloads in the Lantiq ADSL MEI CPE driver to ensure image integrity. Also fix CI failure caused by permission issue. Adds missing CRC validation check for firmware downloads in the Lantiq ADSL MEI CPE driver to ensure image integrity. This commit also fixes a CI issue where the runner user didn't have permissions to run `apt-get update` or modify `/etc/apt/sources.list`. This adds `sudo` to these commands in `.github/workflows/build.yml` and `.github/workflows/check-kernel-patches.yml`. Furthermore, it adds `sudo` to `chown` commands in `.github/workflows/check-kernel-patches.yml` and `.github/workflows/tools.yml`.
