pass3 step1 should use x86_64 optimization levels #84

Default the optimizations levels are still turned off because npx is old....
There are alternatives to what we do now with the awk script:

Specifically, we need a builder that can build the new optimization levels. The current stratum0 can't do this, but I did test the code on a new NPX machine.
