fix rhel rpm build by installing systemd-rpm-macros - #154

The package specs require systemd-rpm-macros so %{_unitdir} is defined.
CircleCI's dnf and zypper jobs never installed it, so rpmbuild stopped
with exit status 11 before compiling.
