Independent exact-head review: clear. Reviewed base f138b85 → head c50a496 (tree e00110bb13b0409ec9634044a2dc60b1f32ed7e8) and refreshed the live #57/#127 issue scopes. The three changed documentation lines correctly route release-trust follow-up to #57, retain #47/#59 as historical evidence, and route quality adoption to #127. No release guarantees, settings, workflows, product obligations or authorization boundaries change. This review does not certify completion of #57/#81/#85; remaining admin evidence, historical-ref authority and mandatory product/manual acceptance retain their existing owners.

Route mutable-exception decisions off the historical issue
When a future release needs a mutable-release exception, the invariant at line 94 still requires an owner decision in #59, even though this changed navigation now identifies #59 as historical implementation evidence and makes #57 the active reconciliation issue. That leaves the exact exception scenario routed to the completed tracker this commit is trying to retire; update that instruction to the active owner or explicitly explain why #59 remains valid for new decisions.
