quality: normalise Composer contracts and PHP standards across the maintained estate #65
Description
Retired coordination record — 11 October 2026
The standards/adoption programme and housekeeping are reconciled. Final adjacent acknowledgement covers green Core main 66f536e12a3bf0d151a39771ef332a8a37984832 and qualified release-only PR298 head 63bf0ef1b992950d6d8c922739495b96c417be67. Core's exact evidence and ownership remain authoritative. Closing this coordination issue does not approve or claim beta.34 publication.
Successor homes:
- quality: finish ecosystem adoption and acceptance reconciliation #127 / Core PR298: existing Core/adjacent controller closeout and separately approved release. quality: finish ecosystem adoption and acceptance reconciliation #127 retains Plugin Check/updater-lock decisions and revisit conditions.
- release: reconcile remaining publisher, settings and liveness evidence #57: release trust, settings/named checks, Core119 concerns and runner trust; existing release owner with Ben/admin readback.
- governance: verify live private vulnerability-reporting routes #62: effective confidential reporting routes or accepted limitations; admin-capable maintainer.
- feature: complete deferred installed release-starter acceptance #81/ui: deferred release-immutability notices and installed documentation acceptance #85 and Migrator #73: exact deferred installed/UI acceptance; resume only with Ben's site/operation authority or explicit scope disposition. Migrator beta.10 is already published.
- governance: centralize issue-first contributions and restrict unsolicited PRs #160: contribution policy/local-guide normalization and remaining Starter guidance corrections.
- Workbench #18: Node alignment with a qualified private verification environment.
- quality: follow up selective Core contract assessment — deployment, secrets and credential views #161: separate optional Level9/10 research; no enforcement expansion.
- ci: activate organisation-required quality workflows when plan permits #31 and existing repository-specific deferral issues retain their capability/visibility/UI triggers. Plugin Library remains backburner.
Housekeeping source delivery is complete: organisation PR162, Bitbucket PR109, Migrator PR74. Delivered trees match independently reviewed candidates; applicable post-main checks passed. The only remaining branch from the audited cleanup is Migrator's old metadata branch, now fully superseded by PR74 and ready for Ben's deletion.
No acceptance criterion was dropped or active controller reassigned. Completed tests, CI optimization and matrix maintenance are not reopened. The historical record below is evidence, not an active assignment list.
Historical programme checkpoints
Current coordination checkpoint — 7 October 2026, source delivered
Ben's20:27BST resume authorized the eight concrete source merges and accepted the ten exact data identities listed in 6044943835; authority recorded in 6045246489. Core263, Admin26, coding-standards17, Bitbucket106, Provider68, Migrator68 and Release111 are squash-merged; .github143 is merge-committed, preserving reviewed provider reachability. All eight delivered main trees match the exact qualified trees. Full commit/tree evidence: delivery6045279169.
Post-main CI passes for .github, coding-standards, Bitbucket, Provider, Migrator and Release Updater. Admin has only a pull_request trigger; no post-main native run is expected, and its delivered tree matches qualified PR26. No trigger change is proposed. Core37674800016 now passes repository quality, archive, all four installed WordPress/database lanes and terminal Quality. All applicable source-main checks are verified successful.
Ben specifically authorized ordinary squash on 7 October; authority6045999279. All seven follow-ups are now squash-merged: Admin27, Support50, Branch80, Release112, Bitbucket107, Migrator69 (reviewed workflow-pin adoption), and standards18 (local syntax-discovery failure repair). Exact delivered main/tree identities are in 6046038013; all match the qualified trees. All six applicable post-main native runs pass; Admin is PR-only. Core and Provider local discovery controls already propagate failures.
Earlier release-candidate checkpoint (Core236 is superseded by the fresh qualification below): Core236 63dca25215d48f96d3d4568acc12d1bd7b613af5, Provider59 22e7ee3ed7978d122d16b8d62dcb6b9f70b35276, Bitbucket95 b4dcb5912c9993a243d3c6504d4d4ab7dcd95021, Migrator43 94aa2cb128a0aae257ceb2d43a653c51e8d0ca6b. Qualification was complete for those recorded compositions; final table6046456946 records native runs, independent reviews and limitations. Core's full fresh Composer/frontend checks pass. New standards19 at e2a5b3e3f218bc2a901faf115741bbea4ab83881 also passes package CI and independently reviewed exact Starter/Core standards compatibility proof. Provider59 was regular-merged by Ben at a3ab400b5014735a8c0d3eb3862e27a6e93f8794; post-main CI/Release Please passed and beta.14 is published at that exact commit. Ben's22:14BST instruction authorized the remaining green release merges: Bitbucket95 is regular-merged at 16627c927d45e3f83c06df721cb06367e63575d9 and standards19 at d860f6633835f630cc28704f8ca811a434f52130, with matching qualified trees; post-main Quality and Release Please now pass for both. Bitbucket beta.16 and standards v1.0.2 are published, with tags pointing to those exact merge commits; final publication evidence6047080228. Delivery6047012865. Core Provider beta.14 adoption is prepared in PR264, head f056be08b1b6b5e000d5cac339f79d27aea9bd16 against main e4988ecee757c0938c4b86ff214d183e6dcb240c, now ready and fully qualified: independent review5448597001 and native37689677812 pass, including full canonical checks, archive and all four installed lanes. Final qualification6047612061. Ben approved at23:15BST; PR264 is now squash-merged at 143ee5246c917262175e42bc43d255fe5ba6f0dc with exact qualified tree. Post-main Quality37695038474 passed all lanes. Core236 is now refreshed and technically qualified at 1b709a6bdda92d25d7401e08d313d6527c891063 against main 143ee5246c917262175e42bc43d255fe5ba6f0dc: full canonical checks, native archive/install readback37697708108 and independent review5449299288 pass. Fresh qualification6048534801. Separate PR-trigger run37697712166 awaits workflow approval and GitHub reports merging blocked. Core236 still needs that gate and a specific owner release decision; Migrator43 retains its manual hold. Standards v1.0.2 adoption implications are reconciled in 6047211810: exported consumer rules are identical to1.0.1, so mass consumer lock changes are not required for136's package-self-check fixes. The requested Release Please skill was recovered/read from its historical upstream revision; the former missing-skill blocker is resolved. Ben's explicit rule is regular merge commits for ALL Release Please PRs. This specific authorization is consumed by Provider59/Bitbucket95/standards19; no Core236 or Migrator43 release authorization follows. Provider-before-Core dependency adoption and Migrator manual installed-site acceptance remain. #136 stays open for publication/adoption reconciliation; source repairs and the six workflow-pin adoptions are delivered. PR142 remains its separate owner's completed delivery.
Dated snapshots below are historical where superseded by this checkpoint and later comments.
Owner policy reminder — 5 October 2026
Complete the established WordPress-derived PHP naming conventions across the Booster ecosystem before public beta, including owned public APIs. Ben reaffirmed this direction on 5 October: Booster is pre-public-beta in adoption terms, Ben is the only consumer, and the one or two WordPress proofing sites are disposable. Existing published beta tags remain immutable historical artifacts; their existence does not establish an external consumer population requiring compatibility aliases.
The adopted QUALITY_STANDARDS.md naming policy and standards acceptance #128 remain authoritative:
- Keep PHPCS/PHPCBF, the established WordPress-derived convention and completed migrations. Owned public visibility, previous camelCase names and Composer package boundaries are not permanent reasons to defer naming consistency.
- Coordinate affected Core, Composer dependencies, GitHub Provider, Migrator and Bitbucket declarations and consumers as one migration cohort. Include implementations, named arguments, registered callback strings, tests, examples, current documentation, compatibility declarations and real dependency pins. Qualify the assembled package/plugin composition as well as individual repositories.
- Do not add compatibility aliases or migration scaffolding solely to preserve disposable proofing installations. A coexistence bridge needs a demonstrated requirement and removal condition. Preserve actual PHP, WordPress and third-party contracts; an externally required signature is different from an owned public API.
- PHP identifier changes do not automatically authorize changes to hook identifiers, wire formats or stored schemas, nor deletion/reset of site data. Preserve behavior and security guarantees; raise genuinely disproportionate migration cost with concrete scope and evidence.
- Finish with consistent enforcement across maintained owned PHP under the approved profiles, plus justified narrow exceptions. Zero suppressions is not the target. An owned API rename deferred for coordination remains work to resolve, not a permanent foreign-contract exception.
Earlier tranche-specific instructions to preserve public contracts constrain those particular changes; they do not override this programme-wide coordinated migration policy. Continue through existing coordinator ownership and bounded repository work, without repeating delivered migrations or creating a new programme. This reminder changes no merge/publication authority, installed/manual/UI holds or active implementation claims.
Tracker reading: dated status snapshots below may be superseded by later comments and merged evidence. Refresh the latest owning-thread handoff and live repository state before assigning work or claiming completion.
Current tranche: qualified proposals awaiting owner merge decision — 4 October 2026
Coordinator and its three bounded agents completed the approved 56-record Core slice. All three PRs are open and unmerged, based on 78a998ebc12500769324a1dcffb917ac045aedc6. No new implementation ownership remains with the completed workers; coordinator owns qualification, integration and reconciliation.
| Source proposal (ordinary squash) | Exact head | Native qualification / independent review |
|---|---|---|
| #242 — filesystem observations and locks | 034a446fd802ddae7d0a673203170002ed18cb86 |
37235887589 SUCCESS; review clear. |
| #243 — webhook/admin-interaction contracts | 99debedb2b798c5329b9ca09d3579a12f58532f8 |
37235982396 SUCCESS; review clear. |
| #244 — package/storage/admission contracts | 4e60f710ff15673d1c13ae53df62784959ecbdce |
37236773910 SUCCESS on corrected final head; archive, repository quality and all four installed lanes pass; review clear. |
Each isolated candidate passes canonical Composer and pinned frontend checks. Scope results: #242 removes 18 diagnostics (2,631 tests / 22,658 assertions); #243 removes 19 (2,633 / 22,688); #244 removes 19 (2,634 / 22,673). Frontend 193 passes for each; no added diagnostic records. Source-native success includes archive, repository and all four installed WordPress/database lanes; release-candidate-only readback intentionally skips for these source PRs.
Combined local preflight: tree ea3f8e960e4fac7483cca050e8eba0d8c148f4fd passes canonical checks 2,636 tests / 22,703 assertions and pinned frontend 193 on unchanged frontend inputs. Level-5 diagnostics 80 → 24, precisely 56 removed and zero new. This is unmerged composition evidence, not main's result: current main remains at 80 and required PHPStan remains level 1.
Production PHP delta across the composition: +92/-37, predominantly accurate declarations; tests +98/-0, generated POT +14/-14. No new concrete types, public APIs, dependencies or persistent state. Existing malformed-input, mutable-state/race, rollback, deletion, delivery-identity and lock defenses are retained. Five new tests cover meaningful boundary cases; existing focused safety suites pass.
Review correction in #244: the direct blueprint constructor now rejects associative or sparse package/credential arrays, matching the existing JSON-import list requirement. Focused tests prove invalid shapes fail with the existing error and valid named arguments remain accepted. The late finding is resolved; final-head independent re-review is clear. Earlier #244 head and combined-tree qualification are historical and do not qualify this correction.
Next remaining work: 24 diagnostic records in 13 files: bootstrap/support-floor and container boundaries, admin rendering/notice/portability boundaries, two portability helpers and credential-result construction. They remain queued under #127, with no new implementation claim. Re-scope against the then-current tree after this tranche is disposed and before assigning work. Retained exception acceptance and updater/Admin Shell inventory remain under #65/#128; do not repeat delivered migrations.
Source qualification is complete at the exact base/head pairs above; all three ordinary source PRs are proposed for squash, subject to Ben’s explicit authorization for these specific PRs. Refresh and independently review any changed base/head pair during sequential integration.
Release proposals Core236 (beta.32), Provider59 (beta.14), Bitbucket95 (beta.16) and Migrator43 (beta.10) remain held. Migrator manual acceptance, #81/#85 UI deferrals and #57 settings/capability evidence remain separate. #120 remains open. This tranche changes no release authorization, settings, workflows or issue states.
Historical ownership, preceding delivery and acceptance criteria — current status is above
Active implementation — 4 October 2026, 22:16 BST
Ben authorized the next tranche. Coordinator owns integration, shared-file decisions and independent actual-PR review. Live Core base is 78a998ebc12500769324a1dcffb917ac045aedc6; no competing source PRs were open at claim.
| Owner | Exclusive slice | Target |
|---|---|---|
core127_webhook |
Webhook and admin-interaction contracts | 7 files / 19 diagnostic records |
core127_storage |
Package, storage and admission contracts | 14 files / 19 diagnostic records |
core127_filesystem |
Filesystem observations and locks | 6 files / 18 diagnostic records |
All work uses separate branches/worktrees. Shared declarations require coordinator agreement before expanding ownership. Preserve authorization, malformed-input rejection, repeated observations of mutable state, rollback, deletion fencing and filesystem/lock defenses. Diagnostics are not presumed bugs. No new types, public interfaces, persistent state, generic framework or checker relaxation. Record production/test/documentation deltas and justify executable changes.
Each proposal requires canonical Composer checks, pinned frontend checks, scoped diagnostic comparison, applicable archive/installed proof and independent review of the actual opened base/head. Core's required gate stays level 1. Remaining 24 diagnostics and updater/Admin Shell inventory remain queued. Release/manual/UI/settings holds are unchanged. No release action is claimed.
Source integration delivered — 4 October 2026
Following Ben's resume direction on the concrete merge handoff, all six source PRs are squash-merged. Each merged tree matches its independently reviewed final candidate. Core was integrated sequentially: #239 → refreshed #241 → refreshed #240. Native checks and actual-base/head reviews were refreshed between merges.

Final Core main is 78a998ebc12500769324a1dcffb917ac045aedc6, tree f207555de4ba9f6cdc49128d695e9cedf5ec887a. The exact tree passes full canonical Composer checks: 2,631 tests / 22,658 assertions. Level-5 diagnostics are 80, down from 165; required Core analysis remains level 1. Production PHP changed +82/-115 (net−33), with no new Core types, public APIs or persistent state. The final post-merge native run passed archive, repository quality and all four installed WordPress/database lanes.
Matrix #131 is normal-merged at ff6ddb6731dd4151b39dc8d8c0464a253d88caf8, preserving independently reviewed head 0a65b1cd0b67a38687cb2f1e392d2f10a19dbc23 and tree 7bb9d9c91745a86911e41ef7ab90b1b004b09f81. Only PHP_QUALITY_MATRIX.md changed; diff validation passed and all review threads were resolved. Documentation wrappers intentionally skipped; no applicable post-merge executable workflow was triggered. This is not a claim of executed source tests. All seven PRs in this integration tranche are delivered.
Held releases: Core236/beta.32, Provider59/beta.14, Bitbucket95/beta.16, Migrator43/beta.10. Generated proposal updates do not inherit old-head qualification or publication permission. Migrator manual acceptance, #81/#85 UI deferrals and settings/capability evidence remain separate. No releases, settings changes or blanket issue closures were performed.
Active next tranche: three disjoint Core contract/observation slices target 56 of the 80 remaining records; the other 24 remain explicit follow-up. Detailed sizing is in #127. Retained exception acceptance and updater/Admin Shell standards inventory remain under existing #65/#128. The bounded worker ownership is recorded above; no new programme is created. #120 remains open.

Published tranche scope — acceptance remains open
- Core release tracking/management: resolve the first53 diagnostic records in Admin/ReleaseManagement and AddOn/ReleaseTracking using accurate nullable/result/callback contracts and actual exception boundaries.
- Core secrets/filesystem: resolve32 records in Secrets, preserving path validation, atomicity and recovery. Shared interfaces and checker configuration remain coordinator-owned; other80 Core records stay explicitly queued.
- Provider standards completion: refresh the local unpublished checkpoint onto merged57; finish whole-tree/profile/exception protection, private unused-input cleanup and canonical/host qualification at the now-required level5. The local checkpoint is not a delivered PR.
- Bitbucket/Migrator standards: account for Bitbucket's28 developmentPHP files under justified profiles before mechanical cleanup; resolve Migrator's4 reserved-name cases using actual callers and narrow foreign-signature exceptions. Preserve level8/level6 and genuine Core certification.
- Coordinator/reviewer: maintain disjoint file/API ownership, independent actual-PR reviews, exact merged matrix evidence and combined acceptance. Updater/AdminShell standards work remains queued under adopted128Phase2, rather than opening all repositories concurrently.
Finish line: bounded reviewed PRs, measured Core reduction, explicit retained-exception decisions, truthful consumer coverage and no weakened gate. Core level5 becomes required only after clean analysis and complete canonical/archive/installed proof. No new services, DTOs, registries or compliance framework by default; no guard removal solely to quiet analysis. Separate mechanical and behavioral changes; record production/test/documentation deltas.
Held: Core236/beta.32 and Migrator43/beta.10. Newly merged source means earlier candidate proof remains specific to its old tuple; refresh before any future release. #81/#85 manual/UI deferrals remain; #120 remains open. Package8/shared1.0.1 and Core235 adoption are already delivered and must not be repeated.
Earlier takeover routing and evidence — superseded where the board above differs
Full standards and analysis takeover — 4 October 2026
Ben clarified that this coordinator and its own bounded subagents take over the previous standards agent's remaining work as well as the parallel PHPStan/operational tranche. No separate external standards worker is required for this handoff.
Delivered predecessor: shared ran/coding-standards v1.0.1 at 0248066be3f4f9476ef7095d888657001488a3de (package #8 closed); Core adoption PR235 merged at ac4b7e16c358a470279fcc800c893d4a0779d4f2. Independent final-head review is clear, merged tree matches reviewed tree, exact-head Quality37153870537 passed; post-merge37187600252 was still running at takeover. Neither package publication nor this narrow adoption completes Phase2 consumer acceptance.
Current assignments: core127_delivery owns Core PHPStan5 changes; review235 independently audits remaining Core standards coverage/exception groups read-only before shared-file allocation; provider127_delivery owns Provider standards adoption and level5 proposals, kept separately reviewable; standards_adoption owns the next bounded Bitbucket/Migrator standards scopes; operational57_delivery owns publisher-ledger closeout. Coordinator owns later updater/Admin Shell standards routing, cross-repository contracts and final combined acceptance under #65/#128/#127. Wider ecosystem adoption stays deferred.
Use the approved existing-tool policy: no duplicate naming migration, new compliance framework or blanket suppression. User retains merges/releases; manual/UI holds remain; #120 remains open. Earlier references to an external standards owner or unclaimed adoption are superseded by this checkpoint.
Active next-beta tranche — 4 October 2026
Ben authorized coordinator takeover with bounded subagents after Core235. That standards-adoption PR is now merged at ac4b7e16c358a470279fcc800c893d4a0779d4f2; independent final-head review and post-merge checks are being refreshed, not assumed complete.
Current ownership: Core PHPStan5 implementation — core127_delivery; Provider PHPStan5 qualification/proposal — provider127_delivery; publisher ledger/current-estate documentation — operational57_delivery. Coordinator owns integration, independent actual-PR reviews and this board. Detailed analysis scope/acceptance remains #127; operational residuals remain #57. Provider host qualification will use genuine immutable Core beta.31, preserving all independent/host gates. Shared standards implementation/publication already delivered by its prior lane is not being repeated.
Target: bounded reviewed level-5 proposals, preserved stronger gates, current publication ledger and a precise owner-only settings/capability checklist. Level6–8 remains separately scoped. Ben retains merges and publication; Migrator43 manual acceptance and #81/#85 UI holds remain. #120 stays open. Earlier unassigned/awaiting-adoption statements below are superseded by this claim only where explicitly covered above.
Approved next-beta standards and analysis plan — 3 October 2026
Ben approved #128 — next-beta PHP standards policy, shared implementation and Booster acceptance, delivered alongside existing PHPStan #127. The integration coordinator retains ownership; no new implementation worker is claimed here.
Sequence: agree and record policy → implement/qualify shared standards (package #8) → coordinated Booster adoption and PHPStan delivery → next-beta qualification. Policy-dependent analysis changes consume the policy checkpoint; unrelated diagnosis/safety investigation may proceed. Wider ecosystem review/adoption follows in a deferred phase. Required Core/Starter package compatibility proof remains, without expanding the rollout.
Accepted next-beta finish line:
Every maintained PHP file is accounted for under an approved profile. Required checks pass. Every retained exception has an accepted rationale and scope. Regression controls protect those guarantees.
#128 is the closed, owner-adopted policy checkpoint: PR129 merged at 3d355edac056effd4a08a51f6e13e2ec05e80ebb. Remaining phase gates, implementation and acceptance are carried by package #8, #127 and this board. #127 retains its recorded level-5 next step with level6–8 separately sized; no required checks change through this plan. #119 is closed complete for its delivered beta.31 scope. The current beta.31 consumer certification/release board below is preserved and is not retroactively blocked by this next-beta strand.
Current action board — 3 October 2026, after Core beta.31 publication
Core beta.31 is published, non-draft and immutable. Ben regular-merged PR181 at 8a3ed5a8acdb3875f498e2f44bf9eba89fddbbaf; tag target is that merge commit, tree 3ca9f410de65a1c513494dded1793fcf9b05d01a. Post-merge Quality37139012904 passed archive, repository quality and all four installed lanes; publisher37139357048 succeeded. The former PR check-association hold is historical: ordinary PR37132051379 succeeded. Provider beta.13 is published and adopted in this Core release.

Ben authorized this certification/preparation tranche on 3 October 2026. He retains all merges and satellite publication decisions. All Release Please PRs require Create a merge commit, never squash or rebase. Ordinary source PRs are presented separately with their permitted method. Migrator's owner-verified disposable-site acceptance remains held; its Bitbucket cases require the compatible published Bitbucket add-on. #81/#85 UI/onboarding deferrals remain. #124 is complete and closed; #127 is following-beta cleanup/typing, with no current implementation claimed. Required PHPStan remains level 1.
Remaining programme acceptance: reconcile repository quality-matrix evidence and original criteria, dispose completed bounded issues only with authorization, and retain separate operational/settings work in #57/#62. Core225/232, Migrator56 and central126 documentation are merged and verified; Starter30 is also merged (b9f9bb90f8912c39046439a9650e9f0aa56f1eca). Core130, Branch59, Provider38 and organisation39/44 were already closed with Ben's scoped approval; do not reopen their delivered work. #118 maintenance is complete; #111 optimisation is retired, #31 deferred, Plugin Library backburner.
Issue housekeeping — 3 October 2026: reviewed open issues across the same 13 Booster-related repositories. Closed completed scopes #119/#121/#122, Core158 and Migrator42. Refreshed central release/product/governance summaries and Core160/167, Provider28 and bootstrap22. Genuine manual/UI, settings/capability, residual guard and next-beta work remains open. No issue was closed merely because an umbrella mentions it. #120 closure remains explicitly unresolved above. The dated RELEASE_PUBLISHERS.md current checkpoint still needs a documentation refresh under #57; historical evidence remains valid as history.
Earlier preparation claims below are superseded history, not an active queue.

Release preparation readback after234: main96f11b3 has Providerbeta13 and passing post-merge37125997493. Ordinary ReleasePlease37126323394 SUCCESS did not advance181: head11a7c70f still locks beta12 and reports behindmain. No refreshed-candidate clearance is claimed. Release-note correction is prepared in181comment5969622249; changing PR177's existing override/automation remains held by missing ReleasePlease skill required in CoreAGENTS. User retains merges/publication; no browser fallback authorized.
Provider beta.13 adoption qualified — 3 October 2026: Core234, head c22fafc89e39e581d304d78503d874fba35285a1, is merged by Ben at 96f11b3fed954359f6cc65f9b00051161c4e25bd; exact reviewed tree preserved and post-merge37125997493 SUCCESS, including all four installed lanes. Native37125353031 SUCCESS includes all four installed lanes; independent review5969503806 clear, canonical2619/22523, pinnedfrontend and exactarchive443PHP verified. Only Provider requirement/lock change; immutabletag34de47b and allotherpins verified. Coremain now adopts immutable Providerbeta13. ReleasePlease181 remains held and must eventually use regular merge, never squash.
Preparation outcome: Provider56 review/qualification is complete at 9e1a928e, native37118036150 SUCCESS; isolated host declaration proof also passes against current Coree7b26f8. Ben regular-merged Provider56; beta.13 is published immutable at34de47b67f91719679eeeb8ecd93716e3b6ff377. Core adoption is published as Core234, headc22fafc8, with clear independent review5969503806, canonical2619/22523, pinnedfrontend and exactarchive443PHP verified. Native37125353031 SUCCESS; user owns ordinary squash merge. Core181 preflight confirms candidate11a7c70f dispatch37119533888 SUCCESS but normal PR action_required/mergeblocked remains unexplained by available APIs; read-only UI banner inspection is needed. Correct existing PR177 release-note override via the supported Release Please process before final release review; its required local skill is unavailable, so automation mutation is held. Core234 changes only the exact requirement/lock for genuine immutable Providerbeta13, then full canonical/frontend/parity/archive/four installed lanes and independent actual-PR review. #127 stays following-beta; no higher-level clean gate or manual/UI waiver.
Authorized preparation tranche — 3 October 2026: Ben approved Provider/Core release preparation and qualification, with actual publication retained as a separate decision. Coordinator owns integration; next_tranche owns Provider56 candidate qualification, operational_closeout owns read-only Core181 check-association diagnosis, and retained_dispositions owns truthful Core adoption preparation. Independent reviews are complete: Provider56 is clear; Core181 preflight found stale breaking-change notes (API12/beta.8 versus current API14/beta.12). No merges, publication, workflow approvals or settings changes are authorized by this tranche; manual/UI holds remain. Core181 has refreshed to 11a7c70fe3500bf0e61af963fc4d14cfc451a7a1 on e7b26f8e; Provider56 remains 9e1a928efa9ba92d4aea233bdb2736fdad5c0ea4 on fc2b2efc. No fake released version/lock or replacement historical certification is permitted.
This is the current routing for the Booster quality tranche. The retained history below supplies evidence and original criteria; it is not an active queue. Detailed logs belong in linked PRs, while status and next action belong here and in the bounded issue.

| #124 Beta.31 PHPStan diagnostics and triage | Done; CLOSED, final handoff accepted | Core228/231 and Provider55 merged with passing post-merge checks. Provider diagnostic level5 = 0; required level1 unchanged. No current-beta source worker remains assigned. Remaining cleanup/typing is #127 for the following beta, not a beta.31 blocker. |
| #127 Following-beta PHPStan work | Planned; no implementation claimed | Coordinator routes future bounded slices after refreshed inventories. Target blocking level5 in the following beta; levels6–8 remain separately sized debt. |
Already delivered: Core owned naming/Provider beta.12 adoption, Bitbucket and Migrator runtime source cohorts, and #118 maintenance. Do not reopen them. #111 provisioning optimisation is closed/not planned; no benchmark, cache or shared-recipe rollout is queued.
Authorized closeout tranche — 3 October 2026
Ben subsequently approved documentation merges Core225/Core232/Migrator56/central126 and scoped administrative closure of #39/#44. Core225 and Migrator56 are merged and post-merge verified; #39/#44 are closed with residual criteria retained in #57/#47. Core232 and central126 are also merged and post-merge verified. Ben's resume instruction authorized233's specific squash merge, now delivered at e7b26f8e; post-merge37119199548 SUCCESS. Releases, workflow approvals and settings changes remain paused.
| Lane / owner | Work | Exit evidence |

Final native37117142482 SUCCESS; review5968402502 clear, zero unresolved threads; post-merge37119199548 SUCCESS; no site reset performed |
#57: operational_closeout |
Publisher ledger delivered in merged126; #57 now names exact admin readbacks and proposed limitations | Specific action/owner/evidence rows; no broad repeat audit or invented acceptance |
| Coordinator | Reconcile Core167, central126 and current action boards; independent actual-PR reviews | Concise current statuses and reviewable proposals; no duplicate programmes |
Coordinator owns Provider56 beta.13, its eventual exact-head qualification/publication and Core dependency adoption when release work is authorized. Provider55 source completion is not publication/adoption. After this tranche, agree final Core source and assess satellite source-only qualification. Refresh release candidates/check association and genuine released-host certification only when Ben explicitly resumes release work. Migrator manual/UI acceptance remains separately deferred.
Programme acceptance and closure actions
- Reconcile the PHP quality matrix per repository: exact revision, rule/analysis scope, exceptions, canonical-check evidence, remaining action and its single owner. quality: resolve Core standards coverage and exception acceptance #119–quality: reconcile Booster development-tool pins and WordPress analysis declarations #122 cover identified audit gaps; quality: beta.31 PHPStan level-5 and level-8 diagnostics and defect triage #124 adds Ben’s 3 October pre-beta.31 diagnostic/triage decision. Any additional gap needs a concrete finding before new work is added.
- Ben authorized scoped completed closures on 3 October: Core #130, Branch #59 and Provider #38 are CLOSED, with original acceptance mapped to evidence and history preserved. ci: research duplicated provisioning and cost savings across the maintained estate #111 remains retired; wider settings/release/manual criteria are not waived.
- Documentation closeout: Core225
555d6eea, Core232116b840a, Migrator56a9d2fb71and central12607f54549are merged and post-merge verified. Starter30 remains separately open/unmerged. - Close completed bounded items on evidenced, authorized disposition and update this table; a child need not stay open merely because this parent is open. This recording pass itself closes nothing.
Separate owners: #57 release/control-plane closeout; #62 governance verification; #81/#85 deferred onboarding/UI acceptance. Core #181, Bitbucket #75 and Migrator #43 remain release-paused. #31 remains plan-deferred; Plugin Library remains backburner.
Use statuses planned / active / blocked / deferred / done, with a concrete blocker or evidence link. An active implementation claim must name its actual worker and edit scope; #122 is delivered; #120 runtime233 is merged and post-merge37119199548 SUCCESS; source integration is complete. Coordinator owns remaining dispositions. Coordinator owns shared evidence and integration; #124 is closed and no current-beta diagnostic implementation remains assigned. Closure requires the original criterion to be satisfied or explicitly dispositioned, not simply a successful source build.
Audit report (private); public evidence and task boundaries are in the linked issues.
Preserved dated evidence and original acceptance criteria
Current-status reconciliation — 2 October 2026
Core #224 is merged at e0f7046521ad3c3b8ab265721efa27b53360d806, adopting published immutable GitHub Provider beta.12 at c90777b7a23b7e07244a94c7ccbf3c4faf4fdc2c. Current boundaries are Provider14, Add-on17, Admin Interaction3 and Prospective Release8; Portability3/hash2 are unchanged.
Core #223 adopted the published Release Updater beta.9/protocol5 dependency; #224 completed the remaining owned PHP naming integration. Earlier API13/updater-adoption/source-merge pending statements are superseded, not new backlog. Bitbucket #92 and Migrator #54 source changes are merged; released-Core certification and product releases remain separate.
This programme stays open for current per-repository acceptance rows, actual residual analysis/formatter/drift/reference/contributor evidence and final handoffs. Completed #66/#67/#118/package pilots are evidence, not reopened work. UI/manual acceptance remains deferred. Core #181 is still open, not published.
Release work is paused by the owner's current instruction (Core #181 pause record5959332881). This housekeeping update changes no acceptance criteria, ownership, issue state or authority; no workflow approval, merge, release, unarchive or site action is requested. Earlier dated sections remain history where inconsistent with this block.
Operative status and routing — reconciled 2 October 2026 (BST)
The current integration record is Core #167's successor-coordinator checkpoint, together with subsequent dated handoffs. The #202 and earlier checkpoints below are historical evidence, not the current delivery position.
- Landed and adopted: Core #218 integrates the published Branch beta.8 and GitHub Provider beta.9 naming releases with matching Core consumers. Full composition/archive/installed qualification is recorded in the operative checkpoint.
- Current connected tranche: Provider API13. Provider #49 is merged; release #50, matching Core adoption/qualification and Bitbucket API13 preparation/certification have separate gates. Consult the live checkpoint for their latest state. Core beta.31 #181 remains held pending the agreed connected work.
- Ownership correction from Ben: all former ancillary agents were retired. A replacement Bitbucket agent has now been assigned to take over docs: record landed Bitbucket analysis enforcement #89/release: bound observer label transitions and reconcile liveness guidance #75 and deliver the API13 handoff. Do not wait for the retired Bitbucket owner; refresh the replacement agent's claim before editing.
- Separate outstanding integration: Release Updater's local naming programme is complete and its beta.9/protocol5 release is published. Core and Provider default-branch locks still select
v0.1.0-beta.7at this readback. Coordinated consumer adoption remains outstanding; it must be scoped with the active API13 integrator rather than reopening completed package cleanup. - Completed maintenance: organisation #118 is closed after Core #219, Migrator release remediation: prototype shared Profile B exact-asset promotion #52 and quality-config docs: explain how RAN builds software #6 landed.
- Wider naming/parameter/property, Migrator and release acceptance remain separately tracked. UI/manual acceptance stays deferred; Plugin Library remains backburner.
This routing correction preserves all historical evidence and acceptance checkboxes below. It grants no source, merge or publication authority and does not close the programme.
Current Core naming checkpoint — #202 merged; post-merge CI passed — 1 October 2026
Ben authorized completing #202 after its qualified squash-merge decision was presented. Squash commit 2e15ed69f7d931d7f2a46d2d27bfb0c7663e7098, parent 59f88a2c312ae4f7ba8a46ed03fd339933944365, tree c25564af40a10f7263c4b8920389d60fa553d102 exactly matches the qualified head 2d0176d645f525136c6241f1336a479892e432be.
The seven-file webhook-history cohort and bounded expired-date fixture repair passed canonical checks, native Quality, independent actual-PR review and ordinary hosted reviews; no unresolved threads. Exact qualification. Method/variable enforcement scopes are 172/166. Hosted security remains owner-waived, not passed.
Post-merge Quality 36796343365 passed archive, repository aggregate, all four WordPress/database lanes and terminal Quality on the actual squash commit. Wider #167 acceptance and release #181 remain open; no release authorized or performed. Earlier checkpoints below are historical.
Current Core naming checkpoint — #201 merged; post-merge CI running — 1 October 2026
Ben explicitly authorized squash-merging #201. Merged commit 59f88a2c312ae4f7ba8a46ed03fd339933944365, parent 0cac7cd010c9413f19fefc6893bf38161c6ea16f, tree 603e49c21839dceb35399629d9dc59d5384f2c1b: exact qualified candidate tree from head 3e2a3cc3738790c3849914f989200ac0ce9c92a8.
Fresh pre-merge readback confirmed unchanged base/head, clean mergeability, successful native Quality and GitGuardian, independent actual-published review clear, ordinary hosted Codex review complete with no major issues, and zero review threads. Full qualification record. Hosted security alone remains owner-waived, not passed.
Post-merge Quality 36793726045 is in progress, not yet passed. Five production classes/eight private properties migrated; method/variable scopes remain 170/166. Wider naming/programme acceptance remains open. Parallel draft #202 and release #181 are not authorized for merge. Earlier checkpoints below are historical.
Current Core naming checkpoint — #201 qualified; awaiting Ben — 1 October 2026
Ben authorized and the agent squash-merged #200 at 0cac7cd010c9413f19fefc6893bf38161c6ea16f, tree 6bb885360bbebcbd89f878faf59bc836406e317d, matching its qualified candidate. Post-merge Quality 36791118066 and Release Please 36791713491 both passed.
The next PR #201 is published: base 0cac7cd010c9413f19fefc6893bf38161c6ea16f → head 3e2a3cc3738790c3849914f989200ac0ce9c92a8, tree 603e49c21839dceb35399629d9dc59d5384f2c1b. Five production classes, eight private properties, two owned private named-argument labels and two reflection strings are migrated with public contracts preserved. Method/variable scopes 170/166; 63 precise retained variable exceptions. All local qualification, native Quality 36792388787, GitGuardian, independent published-head review and ordinary hosted Codex review passed. No findings/open review threads. Plugin Check: 0 errors /93 nonblocking warnings under unchanged policy. Final exact gate record. Hosted security alone is owner-waived. No merge/auto-merge for #201; Ben's specific approval required. Wider public/protected contracts and programme acceptance remain open. Earlier checkpoints below are historical.
Core #167 — #196 merged; post-merge CI passed — 30 September 2026
Ben approved five connected public/protected naming cohorts under claim 5918484403. #193 and #195 are merged; #195's merge commit 83e7b3328bfa4859ed8a1f35c7f31519e4f24457 passed post-merge Quality 36765801830.
#196 was qualified on quality/167-connected-public-naming: base 83e7b3328bfa4859ed8a1f35c7f31519e4f24457 → head 00b9937eec850d59557bd71da628c7cb2d027026, tree fcab82ef442a4b74da9c6fdd1bc214ccda28b7b0. Root is sole integrator/publisher. Shell push credentials were unavailable, so the exact API-created commit was imported and qualified locally before branch publication. Live PR/ref readback matches that commit; no other branch was overwritten.
Implemented 43 production declarations: 18 package-removal interface/implementation declarations, 4 installation-store CAS declarations, 19 troubleshooting protected methods, one multisite notice callback and one portability exception factory. The 23 changed files comprise 11 production paths, nine required test/fixture paths, rules, contribution guidance and POT. Both naming scopes contain 161 files, adding three types. These are scope counts, not programme percentages. All connected owned callers/fixtures follow the renamed methods. Named/promoted parameters, DTO/state formats, literals, SQL/cache/CAS/failure/rollback/custody/hook/output contracts remain preserved. No aliases, architecture, dependency or UI additions.
Local qualification on this actual head is complete: full Composer 2,577 tests / 20,552 assertions with retained generated/localisation, syntax, standards and analysis checks; frontend 193 tests; combined focused union 532 tests / 3,233 assertions. Paired lane families and actual-combined probes pass: removal 223/1,085, CAS 67/492, troubleshooting 235/1,846, portability 112/298 and callback 4/31. CAS 16 cases / 214 events, troubleshooting 31 cases / 2,460 calls and callback 22 events match with narrowly documented method/callback and disposable fixture identity projections; exact result/output/literal contracts are retained. Removal retains 570 assertion observations: 568 exact, two current-clock-only differences explicitly recorded; all native assertions execute. Factory boundary/chaining/named-parameter proof passes.
Independent combined source/security inspection is clear. Executable-token comparison of all 20 PHP diffs permits only audited method identifiers and two callback literals; other signatures/literals/control tokens remain unchanged. All 20 source/test blobs match accepted lane commits. 68 canonical controls pass, including all 43 declaration negatives, three new variable scopes, two actual API12 outside controls and 48 exact byte restorations. Two complete formatter passes preserve 948 tracked hashes. POT non-reference bytes are unchanged. Clean no-dev exact-commit build and independent packaging verification validate 440 PHP files; ZIP SHA256 cb913bdce2b5ee9503a9cd17a0557656ae7e0921ea117d6ea7bd61ddacad18ee.
Native Quality 36771243203 passed archive, repository quality, all four WordPress/database lanes and terminal Quality on this actual head. Native logs independently confirm 2,577 tests / 20,552 assertions, 36 characterization checks and 193 frontend tests. Hosted Codex code review 5918882056 completed on this head with a bot thumbs-up and no findings. GitGuardian passed. Independent actual-opened-PR tuple/source/security inspection is clear: all 23 remote changed blobs and 948 tracked bindings agree, actual-head canonical controls pass, zero findings and zero review threads. Downloaded native artifact 11124181143 binds this commit/tree; native ZIP SHA256 76f78db22a980f9f8b1b8ae8f789349a425f5f072bb3a0b05f58e50fc7540acc, 440 PHP files. Hosted security remains owner-waived, not passed.
API12 #177 remains separately owned at 8455193f3bf290e65804da90258fbfac14f208e2, refreshed before publication: 49 paths, no production/test overlap. Only generated POT overlaps and must be regenerated after integration/rebase. Live default checkouts of GitHub Provider, Bitbucket, Branch Updater, Release Updater and Migrator contain no references to these cohort types/methods; audit pins are retained. This is bounded first-party evidence, not a claim about unknown consumers.
Pre-merge refresh confirmed the exact base/head unchanged, all required checks successful, hosted code review clear, independent actual-tuple review clear and zero review threads. Ben then specifically authorized its squash merge, recorded below. Ben's specific #196 squash-merge authorization has been fulfilled; no auto-merge or release performed. No Blacksmith AI. The next source tranche is not started; broader public naming, API12 and final programme acceptance remain open.
Read-only next cohort audit (not implemented): LocalDataRemover seven protected methods and owned overrides; SiteKeyStore eight protected methods and owned overrides; WpConfigSecretsPathWriter 16 protected filesystem seams and owned overrides; PrivateLocationCandidateResolver::validateConfigured with SecretsFile/SecretsStorageProvisioner callers; DeploymentAdminController::currentUserId with its same-class calls. Total 33 production declarations, 61 including owned test overrides. Proposed edit paths are mutually disjoint, with no #177/API12 or current #196 PHP overlap at the recorded heads. The three secure-storage cohorts share behavior and test environment dependencies and need one combined security/rollback proof. Unknown external subclasses/callers require refreshed disposition. Sequence from the final integrated main after #196; no source implementation or future merge approval inferred.
Owner-authorized squash merge — 30 September 2026: Ben explicitly approved merging #196. It landed at 35f6a503cc1c6562b6ae8352bdac8db9ce44885e, parent 83e7b3328bfa4859ed8a1f35c7f31519e4f24457, tree fcab82ef442a4b74da9c6fdd1bc214ccda28b7b0, identical to the qualified source. GitHub confirms merged. Post-merge Quality 36774823064 passed on merge commit 35f6a503cc1c6562b6ae8352bdac8db9ce44885e; post-merge verification is complete. No release performed. Broader naming/API12/programme acceptance remains open.
Fresh ownership check at 20:53 UTC: API12 #177 remains open and has advanced to 42be915644806da163c0c3c699b6358c192635c4 against current main35f6a50. Its 49 touched paths do not overlap the proposed five cohorts' production edit paths. Test/caller claims must still be refreshed before implementation; previous API12 pointers are historical.
Core #167 — #193 and #195 merged; #195 post-merge CI passed — 30 September 2026
Ben authorized squash-merging #193 and the next tranche. #193 merged at 3d9c8a1375954a88b677d31df6b1a7ecca623762, tree 6af074887746e0aa084ce542ce65e2d91982d5f7, identical to its qualified source. Post-merge Quality36743416748 passed archive, repository quality, all four WordPress/database lanes and terminal Quality.
Next tranche is #195, branch quality/167-condition-exception-acceptance, base 3d9c8a1375954a88b677d31df6b1a7ecca623762 → head 583f45e90e16c8c47f37a62c2a1bc04211689fda, tree 9d4940d49a60e1897c07856767c558fbd08bf9dd. Root is sole integrator/publisher under claim5915312009. Five disjoint implementation lanes and independent review cover40 source paths plus rules/docs/POT; no tests changed, no new types/public seams/persistent state.
Implements86 condition dispositions on32 audited paths; blocking unused-parameter enforcement on9 paths; seven private parameter removals with all caller/type/effect proofs; precise exception-message annotations replacing3 broad regions covering36 sites; two obsolete SecretsFile exclusions removed. Public/protected/callback/named/promoted/DTO contracts, meaningful message bytes, evaluation/short-circuit/hook/transaction/rollback/cache/SQL/filesystem and PreparedArtifact custody preserved. Two Database comparisons retain exact-site evaluation-order rationale. PHPCS intentional interface-stub heuristic remains; substantive helpers and before-last parameters are negatively proven. Retired Secrets diagnostics retain inherited warning severity, explicitly visible with-w and hidden by unchanged-n; no blocking claim for those warnings. Naming scope remains137 audited types/158 enforced files, not programme percentages.

Independent combined source/security inspection clear; all40 source blobs match accepted lane commits, POT message bytes unchanged.
Initial unpublished209ce exposed a real inherited unused-code coverage gap; corrected through scoped overrides, independently reviewed and all current-head gates rerun. Failed/superseded evidence retained, no weakened test/rule. Native Quality36748023978 passed Runtime archive, Repository quality, all four WordPress/database lanes and terminal Quality. Native logs confirm2,577tests/20,552assertions,36characterization checks and193asset tests. Downloaded artifact11113207772 independently binds the actual head/tree; native ZIP SHA256 5da6ca1015a516a46bfd2d2c991a4a8f24db20edb8feef36fe43c4f2ba47145e,440PHPfiles. GitGuardian passed. Independent actual-published-tuple source/security review clear:43 changed remote blobs and all948 file bindings match reviewed source. Pre-merge refresh: unchanged base/head, zero review threads, then open/unmerged with no auto-merge.
Hosted Codex code review is now complete and clear for this actual head: review5917776093 reviewed 583f45e90e; summary5917729203 records completion at 19:01 UTC on 30 September. Ben refreshed quota and manually requested review. The previous quota responses remain historical evidence; the quota blocker is resolved. Fresh readback confirms unchanged base/head, all required native checks and GitGuardian successful, and zero review threads. #195's published head was fully qualified before Ben's explicit merge approval. The separate hosted security review remains owner-waived, not passed. This was the pre-merge disposition; the owner-authorized merge is recorded below. No auto-merge or release performed.
#177/API12 remains separately owned at 843de600f6e5d81057f0338cb75b6c53b02ca03a; touched paths excluded including ReleaseWorkflowPresenter/RequestController/Display and ran-booster.php. Six private types/74helpers remain deferred. No public migration, dependency, architecture or UI work. Ben subsequently gave specific #195 merge approval; no auto-merge or release authority was granted. No Blacksmith AI. Broader public naming and final condition/exception/programme matrix remain open.
Planned next connected naming pilots (not started): package-removal gateway/interface/implementation with PackageRemovalService callers (18 declarations); InstallationStore compare-and-swap interface/implementation with WebhookOperationCoordinator callers (4); LocalTroubleshootingService protected overrides and fixtures (19); UnsupportedMultisiteBootstrap notice callback plus registration/restoration (1); LocalSecretStoreUnavailable factory plus portability callers (1). These require deliberate public/protected contract scope and fresh caller/ownership review; earlier private-lane preservation constraints are not silently discarded. #195 is now integrated, so the portability exporter can be reassessed from current main. API12 paths and external provider/updater contracts remain separate.
Owner-authorized merge — 30 September 2026: Ben explicitly approved merging #195 after the clear hosted code review. Squash merge 83e7b3328bfa4859ed8a1f35c7f31519e4f24457, parent 3d9c8a1375954a88b677d31df6b1a7ecca623762, tree 9d4940d49a60e1897c07856767c558fbd08bf9dd exactly matches the qualified head's tree. GitHub confirms merged. Post-merge Quality36765801830 passed on merge commit 83e7b3328bfa4859ed8a1f35c7f31519e4f24457; post-merge Quality verification is complete. No release or auto-merge performed. Broader naming/API12/programme acceptance remains open. Next naming pilots remain planned pending fresh ownership/caller review.
Ownership refresh at 19:41 UTC: separately owned #177/API12 has advanced to 8613ae8b11da8e9c63858973e8c2c24c9f4095fe and remains open. Its touched paths and callers must be re-audited before the next source tranche; the earlier 843de6 pointer and six-type inventory are historical, not current ownership clearance.
Migrator #48 PHPStan adoption — merged; main Quality passed — 30 September 2026
Ben's conditional squash-merge authorization is fulfilled: #48 squash-merged at e343b536587ba860043e0dad827834b6b4f77966 from final reviewed head ef8e2fae4ba96ae9e0359fd2204a8ffd72c91080, base 2063bbf137925bbb4af25c16f52375e9c63b77d0. Landed tree ad870e408cb49bd46088a5246cc0c53eb96fb16e exactly matches the qualified candidate. Quality 36712916276 passed all five jobs on PHP 8.2.34, including runtime archive, certified Core, shared baseline, full repository aggregate and terminal quality. The aggregate log confirms 102 tests / 1,095 assertions, clean PHPStan and actual replacement-tree refusal alongside all preceding controls. Final-head code review completed without new findings; all three reported P2 threads are fixed, answered and resolved. Security review remains usage-limited and explicitly deferred by Ben until before going public, not passed.
Delivered blocking PHPStan level 6 over all 15 production PHP files; unchanged exact Core beta.22/API2 certification and preserved runtime/archive/host gates. The final two-file correction disables Git replacement objects for all analysis certification reads and proves actual substituted-tree refusal/clean restoration. Local follow-up evidence is Bash syntax and synthetic Git 2.51.1 reproduction; local PHP/Composer were unavailable here. Native CI supplies execution evidence.
Post-merge Quality 36713631680 passed on the landed squash SHA: runtime archive, certified Core and repository Quality successful. The main aggregate log confirms 102 tests / 1,095 assertions, zero PHPStan errors and all analysis negative controls including replacement-tree refusal. PR-only baseline and terminal jobs intentionally skipped on push; the exact candidate supplied their passing proof. Release Please 36713934298 completed successfully: exact Quality admission, Release Please and candidate Quality qualification passed; asset download/promotion skipped. It refreshed held release #43 to beta.10, head c24777c7a54ba1f5ffcb40bd9c886eb8d8652188, based on e343b536587ba860043e0dad827834b6b4f77966. Installed-site acceptance remains outstanding; no release merge/publication authority. Central matrix PR #110 regular-merged at 57b1b0700213ff3ae4e1c1e77f84f488bb571d4d; resulting PHP_QUALITY_MATRIX.md blob 9349b03a2a3830de7f0666673cd87e6c2d7fcf77. Release #43 remains held for separately owned exact-candidate installed-site acceptance; no release merge or publication authority is granted. Level-7 boundary typing and connected naming remain separate work. #42/#65 stay open for remaining acceptance. Earlier open-PR checkpoints below are superseded history.
Bootstrap PHPStan coverage — complete — 30 September 2026
Owner: satellite/suite quality worker under Ben's explicit request. Preflight checked Branch #59 comments/body, central #65, all Branch branches and open PRs: no competing bootstrap claim existed.
Branch PR #66 implements direct blocking level-5 analysis of installed bootstrap.php alongside all 36 src/ PHP files. The ordinary Composer test aggregate now proves unchanged bootstrap analysis succeeds and an injected undefined-function probe fails specifically on that bootstrap in an isolated fixture. Contributor/agent guidance matches. Five files changed; runtime behavior, APIs, dependencies, level, versions and installed no-dev consumer gate remain unchanged.
Qualified base 212a0d38dd7d766c6c8d8b7f29ebcf1de075802b, head 465adb1e8dcdaca1ed028fb8b36bb5b159115d67, tree 0c98dcdefa3d0db482cad57338372c6bb709fd4a. Native CI 36700894675 passed PHP 8.2, PHP 8.5, installed Composer consumer and terminal quality. Both PHP job logs prove the positive/negative bootstrap contract and zero PHPStan errors. Local Bash syntax passed; local PHP/Composer were unavailable. Earlier cancelled run 36700889669 is superseded, not passing evidence.
Independent code review completed on final head without suggestions; zero review threads remain. Security review was usage-limited, not passed; Ben explicitly waived this review for #66 and authorized squash merge on 30 September. Main/base and PR head were rechecked unchanged before merge. Squash-merged at 7bddf0791d4aefe0d5930422b642fca00d10db2d; merge tree exactly matches qualified tree 0c98dcdefa3d0db482cad57338372c6bb709fd4a. Post-merge CI 36702321759 passed PHP 8.2, PHP 8.5, installed consumer and terminal quality. Release Please 36702477206 succeeded; no release PR is open and no new version was published. Matrix PR #108 regular-merged at 9797fce2072e1023b0b6994d8d5e2d6e6d6da86d, reviewed head 8578d6715ea648f9da4972f960c050254c4534de. Final-head code review completed without major issues and zero unresolved threads; documentation-only profile jobs skipped and GitGuardian passed. Hosted security review was usage-limited, not passed. The merged matrix blob d2762d089867492d2a59cbe98db8e74ccc529a45 matches the reviewed candidate. Starter's intentional narrow silence-guard exclusion is recorded and #24 remains closed. Bootstrap coverage and its documentation closeout are complete.
Matrix closeout — PR #108 merged — 30 September 2026: Ben authorized a documentation-only update to PHP_QUALITY_MATRIX.md for Branch #66's merged/bootstrap evidence and Starter's intentional no-behavior index.php exclusion. Starting central main 073fdbc4cf497fcd6077a740495454c4b172f791; no open central PRs or overlapping matrix claim found. Other active Core/Migrator/governance work remains with its owners. Core #167 retains connected naming/adoption ownership; Branch #59 and programme #65 remain open for broader acceptance.
Historical Migrator #48 qualification — superseded by merge checkpoint — 30 September 2026
Open with missing gates: #48, branch quality/42-phpstan, head a2e2167cee52a82e51606c79b2699129d62dfefc, base/main 2063bbf137925bbb4af25c16f52375e9c63b77d0, tree 9c4cf5ce6f6aef7416f753a781ef2429fa35f0c4. Both code-review P2s are fixed and answered/resolved: ignored PHP declarations are rejected, and direct scanned RAN filesystem bytes/paths now match certified HEAD blobs independently of Git index flags. Actual assume-unchanged altered-file and skip-worktree missing-file controls show empty Git status but bootstrap refusal. Full local PHP 8.3.6 composer check passed (102 tests/1,095 assertions plus all contracts); pnpm check passed. Refreshed against #49 governance main, preserving other ownership. Earlier Quality 36702056432 and 36706942235 passed their older heads and are historical proof only. Current-head Quality 36709412001 passed all five jobs on PHP 8.2.34, including direct Core byte verification and altered/ignored/index-hidden/mismatched refusals. Hosted code review is acknowledged (eyes reaction) but not complete. Security review is usage-limited and explicitly deferred by Ben until before going public, not passed. Ben's conditional squash-merge authorization is active; five-minute checks continue in this session. Remaining gate: completed clear current-head code review.
Implemented blocking canonical analyze at PHPStan level 6 for all 15 current production PHP files (recursive src/views plus both root entry points), PHP 8.2 target and WordPress 7.0.1 declarations. New dev-only locks: PHPStan 2.2.16, phpstan-wordpress 2.0.4, wordpress-stubs 7.0.1; existing packages unchanged. Exact certified Core beta.22 cd328286d8b00557f8400ffdcfb0549888ec76ca is prepared under vendor and verified clean/tag/HEAD before discovering real declarations; no PHPUnit Core doubles or executing Core. Two precisely matched/counted POST guards remain excepted, Core version constants are dynamic for runtime checks, and one obsolete substr false arm is removed. Required repository CI now runs full composer check on PR and main. Actual-command controls catch bad returns/missing Core methods in new src/views and both roots, plus dirty/ignored/index-hidden/mismatched Core refusals.
Local PHP 8.3.6 full composer check passed: 102 tests/1,095 assertions, release/syntax/fixer controls and analysis regression. Strict Composer validation, CSS/format checks and fresh certified-Core preparation passed. Initial measurements: level 5 had 5 diagnostics; level 8 had 20. After scoped correction/configuration level 6 is clean; level 7 has 14 remaining provider/database/template boundary findings. No blanket baseline or production exclusion. Local checks qualify the published tree; native CI passed; fresh code review remains outstanding.
Merged predecessor: #47 at 471afcbdcdaa02d1a156fa4945078111d5480651; main Quality 36616820879 and Release Please 36617237606 succeeded. Qualified but open: none yet in the PHPStan slice. Held: release #43 remains separately open at 7c8b6e2f603d852152d03c34d34c3f1c69044130; current candidate acceptance must be requalified after #48, with installed-site acceptance and no merge/publication authority. Planned/unclaimed: level-7 boundary typing and later production analysis coverage-drift proof; connected facade/DTO/naming remains Core #167's ownership. #42/#65 stay open. Ben authorized squash-merging #48 on 30 September once code review and required checks are clear, followed by landed-commit/post-merge verification and matrix reconciliation. Security review is explicitly deferred until before going public. Release #43 retains its installed-site hold; any release PR merge must be a regular merge. This merge authorization supersedes the earlier prepare-only instruction for #48.
Suite matrix refresh — complete — 29 September 2026
Matrix PR #106 regular-merged at 073fdbc4cf497fcd6077a740495454c4b172f791 from reviewed head ee837140b72ad44e97cd03001d1b88d07dd2bfcf. The new dated checkpoint records all seven suite packages plus Starter at immutable main revisions: direct PHPStan scope/counts, locked tooling, canonical aggregates, host requirements and existing native run/job evidence. All eight main revisions were rechecked unchanged before closeout. This was a source and existing-evidence reconciliation, not a fresh execution of eight suites. Automatic code review completed without suggestions and no unresolved threads; profile jobs skipped for the documentation-only diff. Security review was usage-limited, not passed.
Measured follow-ups: Branch's installed bootstrap.php is outside its direct level-5 src/ analysis; a bounded coverage/regression slice under Branch #59 is the proposed next source task after refreshing claims. Starter ships an unselected index.php silence guard, suitable for a later reference-coverage follow-up. Migrator still lacks PHPStan, but #42 now has an active command-parity worker and analysis remains that lane's separate planned slice. Provider's main CI uses candidate Core #177 at 3dfccf389fae6ee9e54e141f5b97b0d9b7aca2ff, not released-host certification. Core #167/#193 retain their active owner; completed Bitbucket #102, Support #35, Release Updater #60 and Starter #24 remain accepted as scoped. No source claim, dependency change, publication or estate-wide closure is made by this checkpoint.
Migrator #42 command parity — #47 merged — 29 September 2026
Merged: #47 owner-authorized squash 471afcbdcdaa02d1a156fa4945078111d5480651 from reviewed head a5b1c4b723cdc8dba5defe279335749cdb51ddea, base 829d823afd87923a20f8170671d2f456465424d9. Merge tree 0ae5379bc19b15856873f115e3b28d6db11134aa exactly matches the qualified candidate.
Delivered canonical standards:fix with the existing .phpcs.xml.dist check/fix scope, contributor/agent guidance, and actual-command regression in composer check: clean checking, two byte-stable fixer passes, a selected-root whitespace negative, exact-byte restoration and repeated-fix stability. Three P2 review findings were corrected: unstaged-deletion filtering, portable shasum, and temporary-file sed mutation. Exact shell blocks passed locally with an unstaged deletion and unusual filename; no native macOS or local PHP execution is claimed.
Final-head Quality 36609069872 passed all five jobs: baseline, runtime archive, certified Core, repository Quality and terminal quality. PHP 8.2.34: 102 tests / 1,095 assertions, release-candidate contract, syntax and formatter controls passed. Final-head hosted code review found no major issues; all three threads resolved; GitGuardian passed. Hosted security review remained usage-limited, not passed, as disclosed before Ben authorized this merge. Earlier 0bf6588 / Quality 36605752324 evidence is historical.
Post-merge verified: main Quality 36616820879 passed on the squash SHA: runtime archive, certified Core contract and repository Quality successful; PR-only baseline and terminal jobs correctly skipped. Release Please 36617237606 refreshed release #43 to 9294edadf2c07e4bf470d8981b90106dd98c23d0 and completed successfully after candidate Quality 36617289482. The parallel pull-request run 36617290736 reports action_required and is not passing evidence. Qualified but open: none in this command-parity slice. Held: release #43 remains open; its exact candidate requires fresh installed-site proof and has no merge/publication authority. Core beta.22/API2 certification, production source, ruleset, lockfiles, workflows and versions are unchanged by #47.
Next planned slice, not implemented: separately measure and introduce production PHPStan at an evidenced floor under #42, with fresh ownership/release preflight. Core #167 retains connected facade/DTO/host boundaries and UI remains separate. #42 and programme #65 stay open for remaining acceptance. The predecessor automation is complete; the PHPStan claim above is the operative next slice.
Satellite quality ownership — 29 September 2026
Owner: satellite-quality lane authorized by Ben for Admin Shell, TnySignature, Turnstile, Ecwid, EmailOctopus, Enhanced Cover and Duplicate Detector. Their scoped acceptance slices are complete and their repository quality children are closed: Admin Shell #13; TnySignature #4/#5; Turnstile #30; Ecwid #34; EmailOctopus #36; Enhanced Cover #30; Duplicate Detector #25. The reviewed satellite acceptance matrix landed through #96, merge 62ee68aee4ad8afefee47d25f1168ac3efcbee60. Admin Shell's shared registry/matrix #94 also landed earlier.
Blocking analysis now covers Turnstile and Ecwid at level 5, EmailOctopus at level 3, Enhanced Cover at level 4, and Duplicate Detector at runtime level 5/tool level 3. TnySignature's earlier level-5/behaviour-test acceptance is reconciled; Admin Shell's level-5, distribution/resource and manifest checks are accepted. Syntax, standards, formatter, maintained template and installed WordPress/release-asset checks are tracked in each row with exact revisions and applicable native runs. Turnstile's silent WP-CLI provisioning failure was fixed in #37 and qualified on final main run 36499993414; EmailOctopus's PHPStan bootstrap PHPUnit warnings were fixed in #40 and qualified on final main run 36500142567. Duplicate Detector's single-formatter #27 and exact release evidence have passed on main.
Existing five plugin versions remain published and immutable. No new version or deployment was triggered by the quality-only slices; Admin Shell remains a build-time library. Duplicate Detector UI #15/settings #16 and owner-verified interactive end-to-end acceptance remain separate. Core, Bitbucket and Provider retain their own owners, checkpoints and open work. Wider-plugin parent #67 is now closed with all eight scoped criteria reconciled against the child evidence. Keep #65 open for the separate suite/reference, naming and shared-policy programme; older satellite comments understate the completed slice and are superseded by this checkpoint.
Shared-package housekeeping — 29 September 2026: coding-standards #1 is closed after published v1.0.0 and current Starter/Booster main quality proof. frontend quality-config #1 is closed after the owner accepted its exact Git revision as the package's current distribution, verified in both Starter/Booster manifests and lockfiles with passing main CI and an active strict ruleset. Optional registry publication has its own planned release #5; no publication is claimed or authorized by that planning issue. Plugin Library draft #11 remains deferred by owner decision. TnyGoogleKey and the named legacy repositories remain excluded from the active rollout.
Version, upgrade and live Composer audit policy — 29 September 2026
The #65 policy slice is complete in organisation PR #97, merged at 64d8bd069988647f58ccd07cab921fff3ccf5285 from documentation head 805c40afd4f91f8c4bb1c36888fef0fed148f2f3. Quality Standards now requires consumer owners to inspect the shared package version or immutable revision and resolved lock, retain PHP/WordPress/host contracts, and qualify the exact consumer candidate in required CI. A dated bounded inventory reviews default-branch Composer manifests and workflow YAML across Core, six connected packages and seven independent satellites. In that reviewed surface, only Release Updater explicitly runs composer audit --locked --no-interaction through required check; advisory or lookup failure remains blocking through terminal quality. No new audit, dependency update, release, registry publication or owner-held PR change is claimed. Future audit placement/exclusion or specific package upgrade needs its own reviewed source and consumer evidence. #65 stays open for the other unchecked programme items.
Admin Shell coverage drift pilot — 29 September 2026
Admin Shell #19 merged at e7f3a479de0678e5f96cf37d13295cd3c1f6d5a7, tree 666fb5c8ae79d6db68efcfac0c692694b2773da8. Blocking PHPStan level 5 now selects resources/ recursively; a required semantic coverage guard detects maintained PHP outside direct PHPStan/PHPCS scopes, plus configuration and extensionless CLI changes needing review. Negative controls cover root/nested new source, a narrowed resource path, PHPCS absolute/relative regex exclusions, imported analysis configuration and a second Composer CLI. The guard is excluded from the installed package export. Exact-head Quality 36536753570 passed PHP 8.0/8.5 and terminal quality with 26 tests/173 assertions; five source review threads were answered and resolved. The merge tree is identical to the qualified head. The satellite matrix was reconciled via #98, merge a050f78730bede0aaa0053f93b9e90ed559d01b2. This is one repository pilot; the estate-wide drift criterion and other owners' Core/Bitbucket work remain open. No tag, package release, consumer lock update or production plugin release was triggered.
TnySignature PHPStan drift proof — 29 September 2026
TnySignature #9 merged at d438225c4ec5513a57e464b41e5f203a5498a65a, preserving reviewed tree e77a99dd02faa92f471fa6e10ac88e6eee4a3357. Its required static-analysis test now discovers first-party PHP and checks direct PHPStan selection, catching a future root plugin PHP file that the old fixed-list test missed; a negative fixture proves failure. Exact-head Quality 36557273671 passed baseline, installed WordPress 5.3/7.1.2 and terminal quality, and main Quality 36558017471 passed on the merge commit. Independent exact-head review found no major issues. Satellite matrix #99 merged at 8b13d52797364e40d1d53a35f7a9805f7cd9c067. No plugin version or release changed. This is the second bounded satellite drift proof after Admin Shell; the estate-wide #65 semantics/coverage drift criterion remains open for repository-specific review. Other owners' Core/Bitbucket work is unaffected.
Turnstile shipped PHPStan drift proof — 29 September 2026
Turnstile #38 merged at 33c7e2fa91c8a99c96dcd3606e19daef8705810c, preserving reviewed tree 6ee4da4b91c1a3776c766cff382a8bcf5947a642. Its required composer check guard expands the actual release allowlist and requires every shipped PHP file to be under a direct PHPStan path; the negative fixture proves a newly allowlisted root PHP would fail. Exact-head Quality 36567475957 passed baseline, canonical archive, both installed WordPress/Jetpack compatibility lanes, Plugin Check and terminal quality. Post-merge main Quality 36568026285 also passed the archive, both WordPress/Jetpack lanes and Plugin Check on the squash commit; the PR-only terminal quality job was correctly skipped on the push. Code review completed without findings; automated security review reached a usage limit and is not counted as passing. The satellite matrix #100 merged at e303d3e6cb0cdd7872ad43fc85b7ecb91fb3b7d8. No new plugin version or publication. This is a repository-specific third drift proof after Admin Shell and TnySignature; #65 remains open for the rest of the estate. Core/Bitbucket and separately held UI work remain with their owners.
Ecwid finished-ZIP PHPStan drift proof — 29 September 2026
Ecwid #39 merged at 6a3a94c69292f928e3eb9b805f63c7596ceecc4e, retaining qualified tree 47ce2d9f22dfe9ab71dfd4a52a01cfb2a59db217. Its native artifact job now checks every PHP entry in the finished ZIP against direct PHPStan paths before emitting release evidence, with a disposable ZIP containing uncovered root PHP as a negative control. Ten current shipped PHP files are covered. Exact-head Quality 36571404858 and post-merge main Quality 36571771266 passed baseline, canonical archive, WordPress 6.5/PHP 8.0, latest WordPress/PHP 8.3 and Plugin Check. Hosted code review failed without findings; security review hit a usage limit. Neither is counted as a passing review; the scoped diff was inspected manually and the required protected gate passed. Satellite matrix #101 merged at 6e3596d3a0373653879c8bc59d01726c50980b17. Release Please 36572098033 completed without a new PR; v1.3.1 remains the latest published release. The estate-wide #65 coverage drift criterion remains open for other repositories; Core/Bitbucket and UI ownership stays separate.
EmailOctopus ZIP PHPStan drift proof — 29 September 2026
EmailOctopus #41 merged at 41fb873983a344eeef1d3179b1516153dd7d8ee0, preserving qualified tree bf7294f28e2dd76284115e5b92446090775aa10e. Its native artifact job now checks all PHP entries in the finished ZIP against direct level-3 PHPStan roots before release evidence is emitted; an isolated negative ZIP proves a newly packaged root PHP file fails. All 15 current shipped PHP paths are covered. Exact-head Quality 36580895690 and post-merge main Quality 36581575020 passed the canonical artifact, WordPress 6.8/PHP 8.0/Jetpack 15.5, current WordPress/PHP 8.5/Jetpack, and Plugin Check; the PR-only terminal quality job correctly skipped on push. Automatic code review completed without suggestions; the security review service reached its usage limit, not a passing result. Satellite matrix #103 merged at 9e7ef17ee11a99102683862b59148ae57276ccbb. Release Please 36582109177 completed without a new PR; v2.3.3 remains the latest published release. #65 remains open for the remaining estate-wide semantics/coverage drift work. Enhanced Cover ZIP PHPStan drift proof — 29 September 2026
Enhanced Cover #33 merged at 08125cfd641f31c39a9b3f8f3abc97b6616a08b3, preserving qualified tree 54131b02a5c7bba10d893a238e7107862779ea2b. Its native artifact job now compares every PHP entry in the finished release ZIP with direct level-4 PHPStan roots before release evidence is emitted; a negative ZIP fixture proves a newly shipped root PHP file fails. All eight currently shipped PHP paths are covered. Exact-head Quality 36588494885 passed its required terminal gate, artifact, WordPress 6.5/PHP 8.0, current WordPress/PHP 8.3 and Plugin Check. Post-merge main Quality 36589072452 passed the artifact, both installed lanes and Plugin Check; the PR-only baseline and terminal quality jobs skipped on push. Automatic code review completed without suggestions; the security review service reached its usage limit, not a passing result. Satellite matrix #104 merged at d23a64b88a3eff011075450df22867507c4f4baf. Release Please 36589509636 completed without an open release PR; published v1.3.4 remains current, and the historical v1.3.3 draft remains untouched. #65 remains open for estate-wide acceptance; Duplicate Detector is reconciled in the following checkpoint.
Duplicate Detector ZIP PHPStan drift proof — 29 September 2026
Duplicate Detector #28 merged at 6e88335c1b6fd77e24a7819525e4ae8806252a3f, preserving qualified tree 949a856e08170729328f33e9eeac551f5da1c19f. Its release builder now compares PHP entries in the finished ZIP with direct level-5 PHPStan runtime roots before writing checksum/manifest evidence. All 11 currently shipped PHP paths are covered; a disposable ZIP with an added root PHP entry proves the guard fails on packaging drift. The separate two-tool level-3 scope, plugin files, archive contents and version are unchanged. Exact-head Quality 36591248888 and post-merge main Quality 36591731827 passed shared baseline, repository archive/release evidence and terminal gate. Automatic code review completed without suggestions; security review reached its usage limit, not a passing result. Satellite matrix #105 regular merged at 24d4e244da9577411a770f934a41607cfa54dcd8. Release Please 36591996860 completed with no open release PR; v0.3.0 remains the latest published release and the older draft is preserved. Owner-held UI #15 and settings #16 remain separate. All seven satellite drift-proof slices have been reconciled; #65 remains open for estate-wide acceptance and other owners' work.
Historical — #193 qualified before owner-authorized merge
Five concurrent implementation lanes completed under claim 5914343684; root remains sole integrator/#193 writer. Published non-force and freshly verified: base/main ba6e5b8c4789e90d4d8b12edd055e915c7632f51 → head 3bea899461178b6beee79e99b184beedecdf8eef, tree 6af074887746e0aa084ce542ce65e2d91982d5f7, parent qualified A–D 2bcf2e18eb55b41418b66a132e1a3cb73c7ba94d. #193 is open/unmerged; current published head fully qualified and open, with no merge authorized.
Implemented 18 types / 264 private helpers: release67, administration102, artifact32, SecretsFile59, policy/DTO4. Accumulated scope137 audited types /158 naming-enforced files; these are scope counts, not programme percentages. Exact lane commits/hash provenance retained; five test files have27 required private reflection strings. Public/protected/promoted/named contracts, production literals/DTO bytes, hook/callback order, PreparedArtifact custody, authentication, transaction/rollback/cache/filesystem policy preserved. No architecture/legacyNull/dependency changes. Canonical rules/docs/POT reconciled; catalogue message bytes unchanged.
Complete qualification on this exact published commit:
- Full Composer aggregate:2,577 tests /20,552 assertions; retained analysis, syntax, standards and generated/localisation checks pass.
- pnpm check:193 tests pass.
- Paired54 families:1,115 tests /8,497 assertions per run, zero errors/failures/skips;8,861 ordered observations identical (7,363 assertion +1,408 database +90 artifact). Supplemental equality:CAS10, callbacks/buffer/nonce5, Secrets recovery/rollback7, artifact custody10, release buffers2. Crypto-native assertions execute unchanged; source-guard predicate observations and deterministic fixture normalization explicitly recorded.
-91 canonical naming controls including18 exact-byte restorations,15 adversarial controls; both scopes158. Outside-scope probe has neither naming diagnostic and retains unrelated prefix diagnostics. - Two complete formatter passes preserve all948 tracked file hashes.
- Clean no-dev exact-commit archive validates440 PHP files; ZIP SHA256
db7f5eb22d70b97d0319456b97d39d57eff8965a1bc7adfb7ee44e11100c733f. - Independent accumulated source/security inspection clear;139 accumulated changed RAN paths reviewed,121 prior paths byte-preserved. One pre-existing ReleaseManagementControls PHPDoc mismatch recorded as baseline debt, not an introduced regression.
Repaired findings: two stale SecretsFile owned-instance calls before lane handoff; initial unpublished afc8 candidate then exposed two missed Dashboard reflection strings (10 failing tests) and40 formatting alignment errors. Exact private strings/whitespace fixed, revised candidate requalified; failed evidence retained. No rules/assertions weakened.
Fresh native Quality36740827763 passed Runtime archive, Repository quality, all four WordPress/database lanes and terminal Quality. Native logs confirm2,577 tests/20,552 assertions and193 frontend tests. Downloaded native artifact11109817542 independently binds this head/tree; native ZIP SHA256 9a58dc76707d30554f42dc7904121ebc03961fc49b302c0b25ab484fa18d9e07,440 PHP files. Independent actual-published-tuple source/security inspection clear:26 remote changed blobs and all948 tree entries match reviewed source. Zero review threads at refresh. Hosted Codex review5915142183 is clear for reviewed commit 3bea899461. GitGuardian check109978143540 passed. Final refresh confirms unchanged base/head, zero review threads, open/unmerged and auto-merge disabled. No qualification blocker remains. Previous-head green checks do not qualify this head.
Six API12-owned types /74 private candidates remain deferred to separately owned #177, unchanged at 843de600f6e5d81057f0338cb75b6c53b02ca03a; touched paths refreshed. Read-only follow-up inventories cover public contract decisions,93 Yoda diagnostics/35files,12 classified unused-parameter warnings,36 broad exception sites, and two obsolete clean SecretsFile exclusions. Ben has directed completion of this pass before the next tranche. This pass is complete. Next action belongs to Ben: decide whether/when to merge this specific PR; no merge authority inferred. Next tranche is planned only and has not started. Hosted security owner-waived, not passed. No Blacksmith AI. No merge, auto-merge or release authority; Ben must explicitly approve this specific PR. Broader Core/programme acceptance remains open.
Planned bounded follow-ups after Ben resumes implementation: (1) retire the two measured-clean SecretsFile exclusions; (2) disposition inherited Yoda policy and then owned cohorts—initial five types CorePackageExecutor10, ManagedReleaseStore10, ProviderProfileAdminController8, ReleaseArtifactCustodian6, RepositoryWebhookManagementControls5; (3) classify unused parameters and replace global suppression with narrow controls, preserving external signatures; (4) narrow exception annotations in ProviderProfileAdminController, AdmittedBranchHostAdapter and WpConfigSecretsPathWriter without changing message bytes; (5) reconcile the exact-head acceptance matrix and retained exceptions. API12 paths remain separately owned; public naming requires coherent caller/compatibility disposition, not indiscriminate inventory renames. No next-tranche source changes made.

Both D commits are preserved. Non-force publication and REST branch/PR/tree verification completed. #193 is open/unmerged at this exact A+B+C+D head against base/main ba6e5b8c4789e90d4d8b12edd055e915c7632f51.
D adds SecretsStorageSetupPresenter, DocumentationHookRenderer, PackagePagePresenter, ProviderRepositoryRowsNormalizer, PortabilityFacade and PortabilityReviewResult: six types / 28 private helpers / 105 per-file owned variable identifiers, no eligible non-promoted private property renames and no test edits. Shared naming-list conflicts resolved by union; both rules now cover 140 files. Contribution docs reflect the cohort and preserved callback/output-buffer/redaction/canonical/nonce contracts. All A+B+C source and D handoff production bytes preserved; canonical POT changes only source references. Prospective accumulated scope: 119 audited types / 140 naming-enforced files, not completion percentages.
Fresh exact-head Composer check passes 2,577 tests / 20,552 assertions plus generated-state/analysis/standards; pnpm check passes 193 tests. Independent combined behavior passes 28 classes / 664 tests / 3,325 assertions per stage with 4,512 identical ordered observations (3,088 assertions, 1,340 DB calls, 84 custody calls), repeated baseline identical. Ten-case production compare-and-swap trace and five callback/buffer/ASCII+Unicode canonical-nonce records match byte-for-byte. These are deterministic fixture proofs, not live database acceptance. D token comparison passes 12,517 tokens / 524 audited identifiers; 27 public/constructor contracts and all properties unchanged. 31 canonical naming and 15 adversarial controls pass. Two complete PHP/frontend formatter/fixer passes preserve all 948 tracked hashes. Exact no-dev archive validates 440 PHP files, SHA256 ca1396b28261c06a2ec6176a348c51e278a924e3701ab750a378d5d58985227a. Independent accumulated source/security review is clear across 124 modified production PHP files / 5,198 identifier occurrences. Fresh native Quality 36735273471 passed archive, repository quality, all four WordPress/database lanes and terminal Quality. Ordinary-PR release-candidate readback skipped as expected. Hosted Codex review 5914309180 is clear on 2bcf2e18eb. Independent actual published-tuple source/security review is clear; all nine incremental remote blobs match reviewed Git objects. Zero unresolved threads. Prior-head and standalone D evidence do not qualify this expanded head.
#177/API12 remains separately owned at 843de600f6e5d81057f0338cb75b6c53b02ca03a; production/test ownership is disjoint, manifests/locks/release workflow paths untouched. Root remains sole #193 writer. No remaining qualification blocker at this exact A–D head. Ben has authorized a larger parallel private-naming tranche under claim 5914343684: five exclusive implementation worktrees cover release operations (5 types / 67 private methods), administration (5 / 102), artifact handling (4 / 32), SecretsFile (1 / 59), and policy/DTO private internals (3 / 4). Total 18 types / 264 private mixed-case methods before detailed audit. Six separately owned API12 types / 74 candidates remain excluded. Agents perform focused proof; root alone reconciles shared rules/docs/POT and performs one combined full qualification/publication cycle. Source and necessary private-reflection test files have exclusive allocation. Public/protected/promoted contracts, custody, architecture and production literals remain unchanged. Parallel work is implementing, not yet integrated or qualified; the published head remains 2bcf2e18. Hosted security is owner-waived, not passed. No Blacksmith AI. No merge, auto-merge or release authority; Ben must explicitly approve #193. Broader naming, Yoda/condition/exception acceptance, deferred UI/manual work and final programme matrix remain open.

C contributes DeploymentAdminController, DeploymentAdminPresenter, RepositorySourceGuard, WebhookCleanupContext, InstallationRecord and WordPressInstallationStore: 17 private helpers, one non-promoted private property and 22 per-file owned variable names. No test edits. Shared-rule conflict resolved by union, retaining all A+B paths and adding six under BOTH method and variable rules. Contribution docs updated; canonical POT changes only source references. All A+B source bytes and C handoff production bytes preserved. Production/test ownership is disjoint; dependency manifests and release workflow paths untouched. Root owns shared enforcement/docs/POT reconciliation and #193 publication. No remaining A+B+C qualification blocker at this exact published head. Final base/main and PR head refresh unchanged. Next integration is D's five completed slices: SecretsStorageSetupPresenter (1 helper), DocumentationHookRenderer (2), PackagePagePresenter (12), ProviderRepositoryRowsNormalizer (11), and PortabilityFacade + PortabilityReviewResult (2). Independent read-only handoff audit confirms six types / 28 private helpers / 105 per-file variable identifiers and disjoint production paths from A+B+C and all 49 refreshed API12 paths. Do not redo D's implementation. Preserve its two commits, union both shared naming scopes, update docs and regenerate POT, then fully qualify the new combined published head. Prospective D integration would yield 119 audited types / 140 enforced files; these are not yet this head's scope or qualification. Hosted security is owner-waived, not passed. No Blacksmith AI. Core naming — A+B qualified and open; C integration next — 30 September 2026
Sole integration owner: Stream A worker under Ben's explicit instruction to combine final B with A. Candidate 644476b7574f9f3780493ab7783f1ffc4381e695, tree 53832a157b90593207f41c6363ba5281debcbd99, parents qualified A b56e118f7b538511cbbd91170317ad353c4188ae and final B ce0ab8621818c0e34ab36fde6dacfd237c101a3b. B's three published commits are preserved. Non-force publication and REST PR/ref/tree verification completed: #193 is open/unmerged at this exact A+B head, base/main ba6e5b8c4789e90d4d8b12edd055e915c7632f51.
B adds Dispatcher, ProviderProfileAdminController, PackageAdminController, PortabilityController and WebhookOperationCoordinator: 62 private methods, six private non-promoted properties and 67 per-file owned variable names. Two tests change exactly 15 private reflection references. Integrator adds missing scoped variable enforcement alongside B's method enforcement, with narrow public/promoted/DTO and two include-scope view-alias exceptions. All A production bytes remain identical to its qualified head. No contracts, literals, hooks, SQL, custody, behavior, dependencies or architecture changed. Accumulated prospective scope: 107 audited types / 128 method-and-variable-enforced files; not completion percentages.
Combined initial composer check passes 2,577 tests / 20,552 assertions plus analysis/generated-state/standards; pnpm passes 193 tests. Independent B token proof: 16,720 production tokens / 511 approved identifier changes, unchanged signatures/literals/order; two tests: 10,969 tokens / 15 permitted reflection-string changes. 35 naming controls and 21 adversarial token controls pass, including rejection of named-argument changes on foreign/unowned/public callees. Two complete formatter passes preserve all 948 hashes. Canonical POT regeneration preserves message content. Exact candidate no-dev archive validates 440 PHP files, SHA256 54b9cf3024762d0bfcaca64366edcf904957f130fbd78d0724e38347c3f4c3cd. Exact-commit aggregate repeat passes. Independent combined behavior comparison covers A's six and B's eight test classes: 400 tests / 2,210 assertions per stage, 3,133 identical ordered observations (2,034 assertions, 1,015 DB calls, 84 custody calls), repeated baseline identical. Independent accumulated source/security review is clear across 114 modified production PHP files / 4,543 identifier occurrences. Fresh native Quality 36730589686 passed runtime archive, repository quality, all four WordPress/database lanes and terminal Quality. Ordinary-PR release-candidate readback skipped as expected. Hosted Codex review 5913681753 is clear on 644476b757. Independent actual published-tuple source/security review is clear; all ten incremental published blobs match reviewed Git objects. Zero unresolved review threads. Earlier-head checks do not qualify this integration.
B's earlier 12 errors/70 failures were resolved by its owner through inherited PHP extension configuration and private TMPDIR; final B aggregates/review are green. No remaining source failure or check waiver inferred. Final B handoff.
Stream C has supplied its qualified separate handoff at 46ab992bc1d1f0183445a632a9cb426495e5fa71 on quality/167-recovery-persistence; its six deployment/recovery/persistence files are untouched by A+B and await later integration. Stream D has claimed quality/167-admin-projections for SecretsStorageSetupPresenter, DocumentationHookRenderer, PackagePagePresenter, ProviderRepositoryRowsNormalizer, PortabilityFacade and PortabilityReviewResult (six types / 28 private helpers). Their branches retain qualified A baseline; no need to follow evolving integration. #177/API12 remains separate at last refresh 843de600f6e5d81057f0338cb75b6c53b02ca03a; manifest/lock/workflow paths untouched. Shared rules/docs/POT/trackers and #193 publication remain with sole integrator.
A+B has no remaining qualification blocker at this exact head. Next: integrate C's accepted handoff under claim 5913619250, preserving its two commits and independently qualifying the next combined head. Later C/D handoffs require their own integration qualification. Hosted security owner-waived, not passed. No Blacksmith AI. No merge of #193 into main, auto-merge or release authorized. Broader naming, Yoda/condition/exception acceptance, deferred UI/manual work and final programme matrix remain open.
Core naming — Stream A qualified and open; Stream B independent — 30 September 2026
Ben assigned Stream A and final integration to the acceptance worker; Stream B is separately owned. Common baseline: 32f2c58271887f7b72f0b9a7f69ecf80c8ee69f3, tree bfa57500cd03dc10dab9942dae95aa29239e0596, base/main ba6e5b8c4789e90d4d8b12edd055e915c7632f51. That open/unmerged head has successful native Quality 36715637821, clear hosted Codex review 5911595752, independent exact-tuple review and zero inline threads. Earlier inaccessible review attempts are not passing evidence.
Stream A qualified but open: quality/167-lifecycle-release, candidate b56e118f7b538511cbbd91170317ad353c4188ae, tree 8a9d716a2cf1ff6eeb833d1da3cb25ea13d3fdd0 (published on both its dedicated branch and #193; REST ref and PR verify exact head). Five types: LocalDataRemover, UnsupportedMultisiteBootstrap, DeploymentAttemptRepository, NativeReleaseTrackingFacade and NativeProspectiveReleaseFacade; 83 private helpers, 19 non-promoted private properties and 60 distinct per-file local/private-parameter identifiers. Five naming paths added per rule; prospective accumulated scope 102 audited types / 123 enforced files, not completion percentages. Production +836/-585, rules +10/-0, docs +19/-1; tests unchanged; POT six reference-only changes with identical message content. No architecture/API/dependency/runtime behavior change.
Exact-head full composer check 2,577 tests/20,552 assertions and pnpm check 193 tests pass. Independent before/after proof: 187 tests/1,066 assertions each, 2,099 identical ordered observations (1,030 assertions, 985 DB calls, 84 artifact-custody calls), repeated baseline identical. Token proof: 17,740 executable tokens/675 audited identifier changes, all signatures/literals preserved. 35 naming controls and 13 adversarial token controls pass. Two formatter passes preserve all 948 tracked hashes. Independent incremental source/security inspection clear. Exact API-created commit aggregates and clean no-dev archive pass (440 packaged PHP files; ZIP SHA256 baf95da1c64c0af10d4acbda09b83bdfe0dc2e75a8203da3c04cc0910f51e08f). Independent accumulated source/security inspection is clear across 112 changed production PHP files. Native Quality 36719154416 passed runtime archive, repository quality, all four WordPress/database lanes and terminal Quality. The ordinary-PR release-candidate readback skipped as expected. Hosted Codex review 5912053578 reports no major issues on b56e118f7b. Independent actual-published-tuple source/security-focused review is clear, with all eight incremental published blobs verified against reviewed Git objects. Zero unresolved inline threads. Stream B separately implementing: claim 5911729082, branch quality/167-request-handlers: Dispatcher, ProviderProfileAdminController, PackageAdminController, PortabilityController, WebhookOperationCoordinator; two exclusive reflection-test files. Stream A claim 5911713391 owns the other five source files and sole final integration. Separate branches, no shared branch writers. Integrator will reconcile rules/docs/POT from exact handoff commits and requalify the actual combined published head.
#177/API12 remains separate and has explicitly confirmed disjoint source/test ownership while adopting released Provider beta.7. POT is generated independently and reconciled on final source. Stream A has no remaining qualification blocker at this exact head. Next dependency: Stream B's qualified handoff. B keeps its original baseline; inspect its exact commits/tree/evidence before sequential integration and requalification of the combined actual head. Next five beyond both streams are read-only, unclaimed proposals: deployment recovery requests, activity projection, repository source authority, webhook cleanup validation and installation persistence (six types / 17 private helpers), with public consumer dependencies documented. Hosted security is owner-waived, not passed. No Blacksmith AI. No merge, auto-merge or release authority; Ben must explicitly approve #193. Broader Core naming, Yoda/condition/exception acceptance, manual/UI dependencies and final programme matrix remain open.
Core naming — release/deployment five slices published; qualifying — 30 September 2026
Owner: replacement #167 acceptance worker under Ben's takeover instruction. Duplicate claims were reconciled by direct comparison with the resuming worker's a0a9a433 candidate: all nine production executable streams and rules/tests/POT/manifests/locks match; only exception/doc prose differs. Reconciliation 5911342373. Current explicit user request authorizes step9 publication, unlike the other worker's narrower Resume approval. Non-force branch update completed; neither candidate's source work was overwritten.
Implemented and qualifying: #193 is open/unmerged at published head 32f2c58271887f7b72f0b9a7f69ecf80c8ee69f3, base/current main ba6e5b8c4789e90d4d8b12edd055e915c7632f51, tree bfa57500cd03dc10dab9942dae95aa29239e0596. Connector verifies actual branch/PR/commit/tree; exact API commit imported and locally qualified. Non-force update retains ef8088e ancestry and adopts governance-only #194. Accumulated scope: 97 audited types and 118 method/variable-enforced files; reserved-parameter scope unchanged. Counts describe scope, not programme completion.
Fresh native Quality 36715637821 is running. Fresh hosted Codex request 5911409549 targets this actual base/head. Previous ef8088e/Quality36704600591/review5909756066 remain historical evidence only and do not qualify this expansion.
Nine production types / 61 private helpers across the five slices:
- Metadata: ProviderAdminMetadata + WebhookProfileMetadata (4).
- Release reading: ReleaseTrackingPreflight + ProspectiveReleaseCandidateReader (3).
- Webhook assistance: AssistedWebhookFacade + WebhookAssistanceReadinessEvaluator (31).
- Native authority: ManagedReleaseStore + ManagedReleaseTargetRegistrar (15).
- DeploymentCoordinator (8).
Also 82 method-scoped owned local/private-parameter names (40 distinct names counted per file) and 12 non-promoted private properties renamed. Production +680/-444; scoped rules +18/-0; contribution docs +22/-1. One existing source-static host-boundary test updates its private $providerCode expectation to $provider_code; it still asserts the same provider-capability boundary. No reflection tests change. #177-owned AssistedWebhookFacadeTest untouched. One stale private PHPDoc parameter corrected after independent inspection. Public/protected/named/promoted contracts, DTO fields, hook registration/callback strings, failure/transaction/rollback/cache/filesystem behavior, all production literals and every PreparedArtifact/custody call preserved. No runtime types, public seams, persistent state, dependencies or architecture added. Canonical localisation regeneration/checks leave POT and message bytes unchanged.
Fresh exact-candidate local proof: composer check passes 2,577 tests / 20,552 assertions plus generated-state/localisation/syntax/standards/PHPStan; pnpm check passes 193 tests. Independent baseline/candidate comparison passes 679 tests / 3,828 assertions each and 3,705 byte-identical ordered observations (3,576 assertion observations; 129 managed-release DB calls); repeat baseline identical. Transcript 4,755,265 bytes, SHA256 1617707d4b69d2116f52fd051fbefbe0699a9b2e19adaa84143955376cb8e472. Only identified randomness/mock suffixes/fixture-clock fields normalized; original assertions still execute. Deterministic fixtures, not live WordPress/database acceptance.
Nine-file executable-token proof: 16,641 tokens, 541 approved identifier changes; constructor/public/protected signatures and all other executable tokens/literals identical. Single source-static test literal separately audited. All 63 naming controls pass: 18 negatives, nine positives, nine outside-scope and 27 baseline/restored. Two full canonical PHP/frontend formatter passes preserve all 948 tracked hashes at actual candidate. Clean no-dev exact-candidate archive validates 440 packaged PHP files; ZIP SHA256 3b8f7a9632fbb066602e6441474133163c66439898b103d10bf8031a8ccb0cd3. Locked cached runtime packages unchanged; no fresh advisory-scan claim.
Independent accumulated source/security-focused inspection is clear on ba6e5b8 → 32f2c58 and connector-verified tree, across 107 changed production PHP files; narrow exceptions, callbacks, receiver ownership and parameter documentation audited. Fresh native CI and hosted Codex review for the actual published PR tuple remain pending completion. Hosted security is owner-waived, never passed; no Blacksmith AI invoked. Publication collision is resolved; those gates are now running.
Connected caller mains refreshed: Provider d93a49c8019a22e76b8da134d891d99dcef8d1f5; Bitbucket 186ffd350854a528472cca66958a0a6011457834; Branch 595ee977860434003c21bafb32aa4aabd5de4764; Migrator 2063bbf137925bbb4af25c16f52375e9c63b77d0; Release Updater d43720c7c1256c57e5574775cffe137c3be3a7e1 (subsequent governance-only #93 is separate). Connector comparisons verified unchanged relevant caller production source. #177 remains separately owned at 18b0ec619174000a9a9dbc27b9d68b44b0265449; paths/test/lock untouched.
Next action: complete fresh actual-head native CI and hosted Codex review, resolve any findings and refresh unresolved threads. Independent published-tuple verification is underway. No merge, auto-merge or release authority; Ben must explicitly approve #193 before any proposed squash. #189–#192 merge/post-merge evidence remains historical and unchanged.
Next five concrete read-only candidates (not implemented/claimed): LocalDataRemover (13 private helpers), UnsupportedMultisiteBootstrap (1), DeploymentAttemptRepository (27), NativeReleaseTrackingFacade (21), NativeProspectiveReleaseFacade (21). Total 83 helpers; dedicated persistence/release slices need boundary/order/custody proof. Their inspected production/test paths are disjoint from #177; canonical POT references could overlap. Refresh all live claims before choosing them. ProviderRegistry/ProviderSecretPolicyCatalog remain deferred because required reflection edits overlap #177-owned tests. UI/manual acceptance, architecture/legacyNull, broader Yoda/condition/exception acceptance and final programme matrix remain open.
Archived Core #167 naming checkpoints
The superseded twelve-type and recovery checkpoints are preserved verbatim in this issue comment. Current exact-head evidence is in Core #167 and PR #193.
Release Updater #70 published; connected adoption outstanding — 28 September 2026
Release Updater #70 was owner-authorized and regular-merged on 28 September 2026 as 27889528442fc4e49ca060959218d5ec288c3055, from qualified head 45fca895eab97c052e20a862d4e99dc0eb564ddf. Candidate CI 36419449371, code/security reviews and zero unresolved threads were reverified before merge. The prior release hold is lifted for this release only.
Published and verified: immutable prerelease v1.0.0-beta.9 was published at 12:30 UTC on 28 September 2026. The tag resolves directly to merge commit 27889528442fc4e49ca060959218d5ec288c3055; its tree b52abf756295d26410e9b47bbdb18f7e9a4cf127 exactly matches the qualified candidate. Post-merge CI 36422014824 and Release Please 36422257354 both passed. Package version 1.0.0-beta.9, runtime protocol 5, package revision 07696b27292b1c999714e31b06f2fd0d79d0d3e19e334eb17136c37b027c9a24 verified from the released commit.
Already-covered workstream: rollout slice 3 (remaining updater contracts/Core adapters), connected to slice 4 (Core/Provider contracts). Core #167 owns the complete protocol-5 adoption checklist and composition/release order; Provider #25 owns its dependency/caller/host portion. No new umbrella issue or implementation claim is created.
- Complete coordinated Core/Provider adoption of the published updater
1.0.0-beta.9: real constraints/locks, matching snake_case callers and named arguments, Core runtime protocol 5, compatible Provider release, exact-host and automated archive/installed/coexistence proof, then final matrix/handoff reconciliation. - Preserve active Core naming and template lane ownership; requalify affected branches after the dependency cohort lands.
Both consumers currently retain updater 0.1.0-beta.7, and Core protocol 4. The updater package release does not complete consumer integration. Template-pack API 3 is a separate contract; #81/#85 UI/manual end-to-end deferrals remain. Release Updater #60 stays closed complete for package quality. Older #70-held statements are superseded only for this updater release; other package release holds remain unchanged.
Core #167 recovery ownership — qualified but open — 28 September 2026
The replacement Core naming/quality worker has taken over Core #167 from the inaccessible “Continue naming migration acceptance” thread under Ben's explicit handoff. This reservation is limited to Core #167 and its existing naming stack; other agents' ownership and checkpoints below are preserved.
- Merged: #183–#188 remain delivered. Current Core main is

Native Quality36414662475/36415321987/36415325044/36415331953, GitGuardian, final code/security review and zero unresolved threads freshly verified. Independent exact-tuple review is recorded in each PR. All are clean against their existing bases; only #189 targets main. - Implemented but still qualifying: none at the existing stack tuples. Downstream rebasing/integration has not happened; old green checks cannot qualify rewritten heads.
- Next action / authorization: owner decision for squash #189 into main; then sequentially move #190–#192 onto actual main, verify intended tree/diff and obtain fresh CI/reviews before each authorized squash. This recovery authorizes no merge, auto-merge or publication. No source changes or replacement PRs were made.
- Planned/deferred: broader Core naming, conditions/exceptions and programme matrix acceptance remain open. PreparedArtifact/Provider custody and PackageArtifactLimit legacyNull remain deferred. Core #177, Provider docs: define quality-enforcement control-plane lifecycle #30, Bitbucket, updater, producer/template and UI/manual acceptance retain their separate owners. Release Updater docs(quality): record suite matrix and Starter formatter findings #70 has been owner-authorized and merged; publication/adoption status is recorded above.
This is a live evidence refresh, not a rerun of historical local aggregates. Core #167 contains the full base/head table and takeover checkpoint. Refresh ownership before any push; thread inaccessibility is not evidence that its old execution process stopped.
Bitbucket quality closeout — source and record handoff merged — 29 September 2026
Merged: Bitbucket #78–#88 through 186ffd350854a528472cca66958a0a6011457834; organisation #95 at 5a414623564c7d3a8c2e241bd3554abf9ef09c90; final matrix/adoption/naming handoff organisation #102 regular-merged by Ben at 9847369e229fed7b7fc98a10ada0af5f7704c380 from reviewed head cd8427f985dac84d60910519e2a5d077bc683b42.

Merge tree fc754d11cebbd4fc319e07c1a0358c4a87cdd136 differs from the reviewed candidate only in SATELLITE_QUALITY_MATRIX.md, retaining the other lane's intervening updates. All three Bitbucket handoff files are unchanged from the reviewed head. GitGuardian passed; documentation-inapplicable profile jobs skipped; code review was clear with zero unresolved threads. No post-merge workflow runs were returned for this documentation merge; none is claimed as passed. Hosted security review remained usage-limited, not passed.
Qualified but open / missing gates: none in this bounded Bitbucket implementation and record-reconciliation lane. Bitbucket main remains 186ffd350854a528472cca66958a0a6011457834, with its recorded native Quality and installed-proof evidence below. Held: release #75 remains open at e6a6632305a8f799c2a04b843bd27bdb6cf7976a; no release/publication authority. Remaining, not claimed here: connected contracts and Core naming exceptions under Core #167; final compatibility re-audit under Core #158/#160; wider programme acceptance under organisation #65. Shared upgrade/live-audit policy was delivered separately through #97.
Next: this bounded lane is complete. Preserve the release hold and existing owners; any new source, connected adoption or publication slice needs its own scope and authority. Bitbucket #63 stays closed; organisation #65 stays open for the broader programme.

Historical remaining closeout checklist — superseded by merged #87
The #86/#87 source items and organisation record preparation below were the dated plan for this earlier batch. Current disposition and open ownership are at the top of this issue.
- Delivered main is docs(release): record Duplicate Detector Profile B completion #78–ui: deferred release-immutability notices and installed documentation acceptance #85. docs: distinguish starter proposals from execution prerequisites #86 adds Provider/Validator; stacked fix: explain Profile B publication failures accurately #87 completes production-path enforcement and removes the four local blanket suppressions. Both are implemented open candidates, with exact proof and outstanding reviews recorded above.
- Bitbucket-only adoption/matrix/naming reconciliation is implemented in organisation docs: reconcile Bitbucket naming migration checkpoint #95. Update it to actual merged source SHAs after owner-authorized landing; historical checkpoints are retained as evidence.
- Complete security reviews when the service is available; current usage-limit responses are not approvals. Complete pending native/code reviews and resolve findings. Each concrete merge requires its own owner decision; fix: explain Profile B publication failures accurately #87 must be freshly qualified after retargeting onto actual merged docs: distinguish starter proposals from execution prerequisites #86.
- Core tooling: roll out WordPress security compatibility and PHPStan 2.3 performance updates #167 owns remaining certified interface/parameter/DTO exceptions and connected host/dependency work. The shared WPCS inherited-signature allowances remain shared policy, not a new local blanket waiver.
- Broader quality: normalise Composer contracts and PHP standards across the maintained estate #65 matrix/drift/reference, upgrade/live-audit policy, connected compatibility acceptance and separately held release release: bound observer label transitions and reconcile liveness guidance #75 remain open. Earlier compatibility issue reconciliations remain valid; do not reopen completed work.
Historical checkpoint: landed standards / value-object baseline — 28 September 2026
Owner: standards/value-object slices #78/#79 are complete. The credential/HTTP batch is also merged, as recorded above. Core #167 retains its separate connected-contract/API/host/dependency ownership. Publication is not authorized.

Completed proof and retained boundaries
Both slices passed full local host aggregate: blocking PHPStan level 8/all 20 shipped paths, 196 tests / 2,241 assertions, candidate validator 1 valid / 12 invalid, PHPCS, parser/syntax regression and strict Composer validation. Two canonical fixer passes were byte-stable for each. #78 alignment controls fail actual check and PHPCS with warnings hidden. #79 preserves 66 behavior records and all seven changed production token streams after declared identifier mapping; existing tests cover new named arguments. Old method/property and inherited-method controls fail; out-of-scope names remain exempt and Yoda remains blocking. Copilot's variable-scope concern was disproven by actual inside/outside probes: restoring the old blanket exclusion disables the intended in-scope check. Finding resolved, probes removed.
Exact #78 archive SHA-256 52e782121b7e992ab9d72f861c1b7252304a8abff5504db0a9d15404e3f96f89; final rebased #79 archive 5da204748bfdf1ba04464a10422155502d903d3dbeac72c03243475ac3733338. Original/rebased #79 trees and isolated diff are identical. Exact connected-caller audit SHAs and reference dispositions are in #79; historical checksum evidence was preserved. Naming enforcement now covers the two completed value objects, not all Bitbucket production names.
Core beta.29 certification stays ffc11fc8e40618624a785b7fca5193029c6d492e, archive source ff35be100a9f5c6cd77a84bcfc3734227106b0b8. API 11/16, PHP 8.2+, WordPress 7.0+, runtime dependencies, wire keys, hostile-input guards, mixed HTTP stub, PHP8.2/8.5 and archive/installed gates remain. No manual version bump, tag, release merge or publication.
Housekeeping: this status supersedes older planned/unclaimed/open descriptions for #78/#79. After every working turn reconcile operative issue/handoff/checklists, preserving other owners, issue states and dated evidence. Bitbucket #63 remains closed with residual programme acceptance in organisation #65; the broader programme is not complete. Earlier source #74/#76/#77 and organisation matrix/handoff #91/#93 remain delivered. UI/interactive integration deferral does not waive automated or final feature proof.
Temporary delivery boundary — 28 September 2026
The owner has deferred new UI work and owner-verified end-to-end release-onboarding/integration acceptance while local interactive verification is unavailable. The controlling notice is in #81; #85 retains its required UI/documentation acceptance.
Core #167 and Bitbucket quality normalisation may continue within their existing claims, including behaviour-preserving caller updates in admin classes. This is not authority to change presentation or onboarding behaviour, independently rename shared contracts, or adopt an unqualified host/dependency composition. Preserve existing cloud CI, automated installed WordPress/database/host/archive checks and applicable review/release controls. Keep current merged/open/planned evidence accurate after each batch; UI deferral is not a waiver of final feature proof or a freeze on unrelated quality work.
Purpose
Successor to #7: make Composer commands, PHP coding standards, source coverage and enforcement coherent across the maintained RAN estate, with Booster-suite alignment as the first milestone.
The owner authorised this programme following the 22 September 2026 Composer/PHP audit and subsequently approved the tooling and beta naming scope below. Merges, publication and reactivation of deferred repositories still require their applicable authority. This programme does not authorise bulk changes to an in-flight release candidate.
Rollout plan and agent handoffs
#65 owns quality rollout, cross-package sequencing and the residual programme acceptance listed below. #66 is closed and retained as delivered policy/tooling evidence, not an active claim queue. Existing repository quality children retain implementation ownership. #47 and its children own release architecture. No parallel umbrella or duplicate claim queue is needed.

Its final per-consumer records supply release baselines, not a continuing one-active-consumer reservation. Wider residual quality stays in quality: stage wider maintained-plugin adoption around per-consumer release handoffs #67 and the owning repository issues; refresh current heads and claims before implementation.
- Quality implementation ownership: consult the existing repository issues listed below for current claims, PR status and exact code/dependency/host tuples. Historical command/rules PR numbers are provenance, not an instruction to recreate or continue already-completed branches. Reuse existing work; no commits to another agent's branch.
- Template feature coordination: feature: complete deferred installed release-starter acceptance #81, #55/#56 and
RocketsAreNostalgic/ran-booster-github-provider#28own the bounded template-pack contract and eventual connected adoption. Their planning does not reopen release remediation: migrate Booster to Profile B #54 or freeze unrelated Core tooling: roll out WordPress security compatibility and PHPStan 2.3 performance updates #167 / Provider docs(release): reconcile publisher audit #25 quality work. Refresh the relevant exact composition and file claims before overlap.
This replaces stale snapshots describing #66 as open, Core #54 as still reserved, or a #61 consumer as awaiting migration. A newer explicit handoff supersedes a dated status snapshot, not approved scope or security policy.
Residual programme ownership after #66 closure
The owner closed #66 on 24 September. Preserve that issue state. Its previously unchecked responsibilities are not waived or declared complete: #65 is their active coordination/acceptance location, with implementation in the existing owners below. No new person, branch or API cohort is assigned by this reconciliation.
- Maintain the seven-suite-package plus Starter/Admin Shell matrix after landed slices: exact revisions, source paths, locked tools, analysis level/coverage/blocking status, host requirements, PHP support and commands. Owner: quality: normalise Composer contracts and PHP standards across the maintained estate #65 with the existing repository quality children.
- Finalise version/upgrade policy and the disposition of live Composer audit/network-dependent checks. Owner: quality: normalise Composer contracts and PHP standards across the maintained estate #65. Landed policy and bounded inventory #97: consumer upgrade/lock/CI evidence and Release Updater's blocking live audit remain explicit. Future source/placement changes require their owners and new evidence.
- Reconcile consumer naming/condition choices and remaining formatter adoption using actual negative-control, repeated-fix and exact-head evidence. Owners: repository quality children, quality: stage wider maintained-plugin adoption around per-consumer release handoffs #67 for wider plugins; quality: normalise Composer contracts and PHP standards across the maintained estate #65 maintains programme acceptance.
- Add/reconcile proportionate semantics/coverage drift validation, not byte-identical configuration. Owner: quality: normalise Composer contracts and PHP standards across the maintained estate #65, with shared tooling in the existing standards tracker when applicable. Admin Shell's bounded #19 pilot is accepted through matrix #98; the wider estate still needs proportionate repository-specific proof.
- Coordinate contributor/command guidance with governance: verify live private vulnerability-reporting routes #62 without duplicating generic policy. Owners: quality: normalise Composer contracts and PHP standards across the maintained estate #65 and governance: verify live private vulnerability-reporting routes #62 for their respective surfaces.
- Reconcile Starter/Core reference evidence and shared-package PHP support/consumer identity/settings. Owners:
RocketsAreNostalgic/ran-starter-plugin#24,RocketsAreNostalgic/ran-booster#167, and the existing standards tracker; quality: normalise Composer contracts and PHP standards across the maintained estate #65 records acceptance. Delivered release proof is not full quality adoption. - Reconcile the Support pilot's already-landed automation/exit evidence: collisions, symbol/data distinction, named arguments, dynamic references, format-preserving edits, idempotence, generated-copy parity, installable dependencies and exact-head/negative proof. Owners:
RocketsAreNostalgic/ran-updater-support#35,RocketsAreNostalgic/ran-wp-branch-updater#59andRocketsAreNostalgic/ran-wp-release-updater#60; do not restart the delivered pilot. - Use actual automated/manual measurements and connected-caller proof to size later Core batches. Owner: Core tooling: roll out WordPress security compatibility and PHPStan 2.3 performance updates #167 coordinated here. Green upstream PHPCS or historical diagnostic counts alone are insufficient.
Ordered slices
| Slice | Existing owner/issues | Start and handoff condition | Reviewable deliverable |
|---|---|---|---|
| 0. Reconcile bounded command/rules work | #65 and existing repository quality children; #66 is historical delivery evidence | #69's command gate is delivered. Refresh any remaining overlapping PRs and preserve their owners. Independent defects need no suite-wide naming wait. | Retained-check mapping and explicit per-repository baseline; no duplicate command migration. |
| 1. Automation and owned-method enforcement | #65; coding-standards#1 | Reuse released RANOwnedMethods and the Support activation evidence recorded in #66; prepare only missing work in isolation. Do not change live consumer locks or another review head. | Bounded format-preserving rename process, old→new manifest, collision/reference checks and inherited-class negative controls. Scoped activation follows consumer proof. |
| 2. Support pilot and direct consumers | Support#35, Branch#59, Release Updater#60 | Requires stable handed-over baselines and an installable dependency plan, not completion of all Profile B work. Refresh actual implementation/release evidence; do not restart the pilot from this plan. | Four-method pilot evidence, owned variables/parameters and connected callers/named arguments/tests, generated-copy parity and restored completed-scope naming enforcement. |
| 3. Remaining updater contracts with Core adapters | Branch#59, Release Updater#60, Core#167 | #54's release handoff is delivered. Refresh pilot evidence and current claims/tuples; do not change a composition mid-qualification. | Bounded updater/API renames, matching Core implementations/callers, named arguments and generated/runtime metadata proof. |
| 4. Core/provider/add-on contracts | Core#167, Provider#25, Bitbucket#63, Migrator#42 | After applicable package candidate handoffs; #53/#54 are delivered, not permanently pending gates. Prepare one connected dependency/host plan using slice 3 choices; coordinate #81 only where the composition overlaps. | Owned interfaces/implementations, facade methods, DTO properties/promoted parameters, callbacks/dynamic getters, with the connected tuple qualified together. |
| 5. Remaining per-repository standards and wider adoption | Existing suite children; #65/#67; Admin Shell#13 | Internal work respects active API cohorts. Wider work uses the completed per-consumer #61 handoffs without waiting for the whole Booster rename. | Private/test names, Yoda findings, scoped exception removal, PHPCS/PHPCBF parity, formatter retirement and drift evidence. New analysis/enforcement stays separately reviewable. |
What runs ahead, with, or behind a release lane
Ahead: read-only caller discovery, rename manifests, collision/dynamic-reference classification, isolated automation/check development, and existing small PRs confirmed not to overlap. Independent package proof need not await an unrelated release lane. Existing consumers stay on proven versions until reviewed adoption.
With: only already-agreed command names, syntax-failure propagation, retained-check wiring and associated workflow/documentation changes, owned by that release lane. A merged migration uses its recorded follow-up/handoff; it is not reopened for quality work.
Behind: source/API renames, newly blocking naming checks, formatter replacement, dependency/lock changes, runtime-copy regeneration and host-certification changes. These may alter tested bytes or invalidate exact-head proof without sharing filenames. Do not add them mid-qualification.
Claim and handoff protocol
Before implementation, record in the existing owning quality issue:
- Claimed slice, repositories/files and exact starting SHAs; links to active release/quality PRs and responsible lane. No assignee/open PR does not mean unclaimed.
- Merged/requalified predecessor baseline and relevant release proof, or an explicit owner handoff identifying pending evidence and safe changes. A merge alone is not a release-proof handoff. Do not change a mid-promotion dependency/certified-host tuple.
- One implementation owner per shared file set/API boundary. Release owners keep workflows, Composer command sections, packaging/provenance and candidate controls until handoff. Use isolated branches from that baseline.
- Refresh default heads and candidate pins before editing and final qualification. Rebase/replan and rerun affected proof if they change; stale green results are not current evidence.
- Completion with exact code/dependency/host tuple, CI/reviews, remaining exceptions and next unclaimed slice. Broader quality acceptance stays open until met.
Default concurrency is one breaking public-contract cohort at a time. Disjoint internal work may proceed after recorded claims, but shared artifacts/certification pins can make different files non-independent.
Use fully qualified owner/repository#number references or explicit links in cross-repository handoffs; a bare #60 on this issue means .github#60, not Release Updater #60. After a completed slice, update the owning issue's operative status/acceptance as well as its dated evidence comment. Historical checkpoints stay dated; they must not remain labelled as the current reservation. This is record reconciliation, not a new CI or approval gate.
Support pilot scope and decision gate
The approved first source pilot was deliberately small; consult Support #35 and its consumers for its actual completion and remaining evidence:
ArchiveSafety::normalizePath→normalize_pathArchiveSafety::entryTypeFailure→entry_type_failureArchiveSafety::collisionFailure→collision_failureRepositoryRelativePath::assertDecodedSegmentIsSafe→assert_decoded_segment_is_safe
Include owned parameter/local renames and real references. Search declarations, implementations, direct calls, named arguments, callback/reflection strings and collisions. Use grep for inventory/leftovers and scoped token/parser-assisted edits when text replacement cannot distinguish symbols from data. Do not incidentally rename wire/storage keys or external signatures.
Generate Release Updater's ArchiveSafety copy through its supported sync script from the exact Support candidate; never hand-edit it. Test candidates in disposable compositions. Do not commit nonexistent package versions, floating dependency branches or un-installable locks. Record publish/adopt order before merging incompatible dependencies. No compatibility aliases by default.
Pilot exit evidence: actual changed symbols/files, automated/manual cases, unresolved-reference disposition, diff review, full Support checks at its existing analysis floor, affected Branch/Release contracts and installed/generated-copy checks, exact-head CI/review, negative naming controls and idempotent format-preserving edits. Measure real results before sizing later batches; diagnostic counts are not edit counts or automation percentages. Resolve dynamic-reference/composition uncertainty before expansion.
Completion and release boundaries
- Remove broad suppressions as each owned scope becomes clean. Transitional exclusions identify exact scope, concrete reason, owning issue and removal slice; no permanent numeric/camelCase debt waiver.
- Prove the owned-method check catches names WPCS skips, with narrow external-signature exceptions. PHPCS/PHPCBF remain common authority; preserve the intentional PSR-4 class/filename policy.
- Preserve all stronger local, CI, runtime, host, archive and security gates. Pure renaming does not authorise raising PHPStan levels or promoting advisory analysis in the same diff.
- Core/Provider have reciprocal contract/packaging dependencies; Core/Migrator share facades/DTOs. Connected breaking changes require a coherent candidate composition and truthful API-generation/certification metadata, not certification only against obsolete hosts.
- Use supported breaking-release classification and ordinary reviewed beta releases. This plan does not authorise fabricated versions, manual candidates solely for acceptance, merges, tags or publication.
- Workbench/fixture exemptions remain. Change fixture callers only for contracts actually exercised, preserving historical fixtures and script interfaces.
- release remediation: converge estate on approved minimal architecture #47/release: reconcile remaining publisher, settings and liveness evidence #57 may close proven release work while naming remains here. Quality children close only against their own acceptance.
Authority and coordination
QUALITY_STANDARDS.md is normative. #69 delivered the bounded command interface; closed #66 records delivered policy/tooling evidence, with its residual acceptance now explicitly owned by #65 and existing children above. #7 is completed foundation/history. #62 owns community-health/contribution intake; coordinate command documentation without copying generic policy. #47/#57 own release architecture and final reconciliation; never restore retired publisher/classifier/candidate machinery. #31 owns deferred future organisation-required workflow activation; current repository checks remain authoritative.
ran-coding-standards#1 remains the shared-package tracker. Reconcile existing implementation/release work there before opening overlap.
Adopted bounded command contract
Use the normative #69/QUALITY_STANDARDS.md semantics, not a second proposed contract:
| Command | Meaning |
|---|---|
composer check |
Ordinary non-mutating local quality aggregate |
composer lint:syntax |
Independent parser sweep with reliable failure propagation |
composer standards |
PHPCS/WPCS/PHPCompatibility through applicable shared profile |
composer standards:fix |
PHPCBF with the same rules and paths |
composer analyze |
Analysis with explicit scope, strictness and enforcement status |
composer test |
Ordinary deterministic package tests |
composer check:host |
Required implementation tests/analysis using exact certified Core |
composer test:integration |
Purpose-built WordPress/database/integration environment |
Preserve focused product commands and every required check. Certified-host exceptions document reproducible setup and feed terminal quality; an independent package must not implicitly require an arbitrary sibling checkout. Preserve ordinary versus host/integration/release-proof boundaries and current enforcement when renaming.
Owner-approved tooling and beta naming decisions — 22 September 2026
Tooling: PHPCS checks and PHPCBF fixes use the same shared RAN WordPress ruleset and first-party scope. PHP-CS-Fixer is migration debt to remove, not a permanent second formatter. Starter's consolidation has landed through RocketsAreNostalgic/ran-starter-plugin#25 and RocketsAreNostalgic/ran-starter-plugin#27, with evidence recorded in #66/#76; do not repeat it. A future second-tool exception requires an actual unmet need and explicit review. Historical differences are findings, not automatically accepted exceptions.
Adoption requires actual redundant-tool removal, matching standards/standards:fix scope, negative-fixture and repeated-format stability proof, and exact-head CI/review. Command renaming alone is not full standards adoption. Preserve justified local rules, root PHPCompatibility stability, and Workbench/fixture exemptions. Formatter replacement follows the relevant release-lane handoff.
Naming: public APIs may change during beta. WordPress snake_case is the target for RAN-owned methods, properties, parameters and locals, including public APIs. Migrate connected declarations, implementations, callers, named arguments, callback strings, tests and docs together. Retain nonstandard names only for concrete external signatures/data contracts; no compatibility aliases by default. Preserve the intentional PSR-4 class/filename policy and explicitly disposition condition style.
The declaration/caller report is a historical audit snapshot: 997 tracked PHP files, 1,171 public runtime method candidates, 98 flagged public runtime properties and 88 cross-package interface/implementation relationships. Earlier diagnostic occurrences were not unique-symbol/edit counts. Refresh current source before implementation.
The audit identified WPCS 3.4.1's inherited/interface-implementing class method-name gap, including 506 additional runtime candidates and three in the generated Support copy. Green PHPCS after removing local suppressions alone is not convergence proof. Released RANOwnedMethods and the Support #40 activation/negative controls are recorded in #66. Further adoption/enforcement is owned by the existing standards tracker and consumer quality children under #65; do not reimplement the delivered check or activate blanket failures across locked consumers without completed-scope proof.
Historical audit seed — not a current adoption ledger
The initial inspected packages shared a coding-standard revision, PHPCS 3.13.6 and WPCS 3.4.1, but differed in command meanings and analysis coverage/enforcement: Core/Provider level 1, Bitbucket level 3 advisory, Branch level 5, Support level 8, Release level 8 on selected paths; Migrator lacked an identified PHPStan gate and had a syntax failure-propagation defect; Starter's fixer finder selected only scripts. Recurring naming/Yoda suppressions required the explicit owner decisions above. Certified-Core tests/analysis were justified separate gates.
#70 records source-backed evidence and measurement limits. Neither that initial audit nor this issue reconciliation is a fresh all-estate suite run. Refresh current manifests/locks/config/CI and actual test results for every implementation.
Scope and exclusions
First suite: Booster, Bitbucket, GitHub Provider, Branch Updater, Release Updater, Updater Support and WP Pusher Migrator. Starter is clean reference; Admin Shell supports tooling. Wider maintained-plugin adoption is #67 and uses the completed per-consumer release handoffs in #61; it is not blocked on finishing all Booster naming work.
ran-plugin-library: owner reaffirmed deferral on 29 September 2026; draft #11 is explicitly deferred and retained only as an evidence checkpoint. Explicit restart required.tnyGoogleKey: out of active estate.ran-booster-workbench: deliberate internal planning/sketchpad exemption; preserve useful checks without imposing public-package Composer commands.booster-fixture-*andran-github-updater-dummy: deliberate purpose-based exemptions. Script/workflow shapes and reduced surfaces may be fixture interfaces. Change only for concrete tested-contract needs with affected consumers identified; no symmetry-driven fixture churn.tnyGmaps,wp-duplicate-detector, archived/empty repositories: outside active rollout absent an explicit maintained-purpose change.
Workbench/fixture exemptions are not migration debt. Deferred/inactive repositories are distinct from maintained-product exceptions. Applicable workflow security still applies to fixtures.

Programme acceptance
- Reviewed bounded command/exception interface delivered through #69.
- Initial source-backed suite/reference matrix and audit evidence delivered through docs(quality): record suite matrix and Starter formatter findings #70; not a claim of full implementation.
- Each of the seven active suite packages has a reconciled current acceptance row: source paths, locked tools, analysis level/coverage/blocking status, runtime support and required local/CI commands.
- Syntax checks fail on invalid PHP; PHPCS/PHPCBF have matching scope and stable repeated fixes; redundant formatter tooling is retired where required.
- Maintained production analysis coverage or narrowly reviewed migration exceptions are evidenced, preserving stronger existing floors and host/integration/runtime gates.
- Shared naming/condition decisions are implemented with the inherited-method gap covered, coordinated public APIs and scoped exception removal.
- Starter/Core reference evidence, upgrade/audit-check disposition, contributor guidance and proportionate drift checks are reconciled under quality: normalise Composer contracts and PHP standards across the maintained estate #65 and the existing owners identified above, not lost through quality: define the PHP command contract and Booster suite acceptance matrix #66's closure.
- No current release candidate is destabilized and no retired release machinery is restored.
- Per-repository exact-head CI/review and final default-branch/dependency/host evidence are recorded before completion.
#57 can close its proven release work without waiting for all these quality improvements. A combined release PR satisfies only the quality acceptance it actually demonstrates. This reconciliation adds no release/merge authority, new all-estate gate or active implementation claim.

The first implementation slice is open for review: shared command contract #69, Updater Support RocketsAreNostalgic/ran-updater-support#36, Branch Updater RocketsAreNostalgic/ran-wp-branch-updater#60, and GitHub Provider RocketsAreNostalgic/ran-booster-github-provider#26.
These follow the landed Profile A migrations and preserve their release-control checks. All 28 local Node workflow/classification tests pass. The three implementation PRs also have successful required CI at their recorded heads, including PHP 8.2/8.5, the installed Composer consumer and certified-host checks. Each PR and child issue records the run evidence. All PRs are ready for independent review; no independent approval, merge or programme completion is claimed.
The wider analysis/style/matrix work remains in the existing children. This does not reopen #50 or add a barrier to first Profile B proof #52.
bnjmnrsh commentedon Sep 22, 2026
The next evidence slice is open in #70: all seven Booster packages plus Starter/Admin Shell now have a source-backed proposed matrix, shared-package implementation/release state is reconciled, and Starter's formatter coverage/replacement-proof boundary is documented.
The bounded policy review clarifications are already pushed to #69. Concrete Core/Admin Shell coverage details and Starter's next implementation requirements are recorded on their existing quality children. No consumer rules/enforcement or Profile B code was changed, and no issue is closed merely because its matrix row now exists.

Release Updater coverage progress under #60: #75 merged at 1ef92b188128dde9a9dbd2f2ffa954adf325653a with successful post-merge CI/Release Please. Config/docs-only #76 proposes the final generated-helper root: 36/36 shipped PHP files directly analysed at level 8. Head 3240ea32d38efa03ac10c5fa0111d7948a2aa0dc; all native CI gates passed and both separately requested Codex reviews report no findings. Generated source, dependency pins, runtime identity and PHPCS exclusion are unchanged; namespace-only parity remains mandatory. Final evidence is in #76/#60. Next is acceptance/matrix reconciliation and residual naming/API/standards disposition, not automatic closure of the wider programme. Release #70 remains held. Refreshed #66 is closed; this update uses the active sequencing ledger.

Completed owner-authorized read-only Release Updater #60 naming/enforcement inventory at unchanged main 65b31c0aca26363a87180fa5f9ac7081fd661eb9. Disposable restored-rule/RANOwnedMethods scan: 261 owned method declarations (five missed by WPCS), 13 condition findings across five files, three reserved-parameter warnings; occurrence counts and caller boundaries recorded in #60. Recommended next independent implementation is the condition-only slice, preserving identifiers, dependencies, fixture exemptions and level 8; full public naming needs explicit callback/reflection/named-argument maps and Core composition proof. Refreshed #167/#25 acknowledge separate template-pack #81/#28 planning. No source/config/lock was changed or API cohort claimed. #82 remains reviewed/open pending owner merge; #70 stays held.

Historical 25 September 09:12 UTC checkpoint: Release Updater condition PR #77 was reviewable at fece008f4a563b2115f8351a3b11a017f83120ec. Thirteen findings corrected, scoped shared Yoda enforcement active, runtime identity regenerated. Detailed local/negative/fixer proof and portable-runtime limitation were recorded in Release Updater #60 and that PR. Both Codex requests were posted separately; CI/reviews were pending at this checkpoint. No connected API/host/dependency scope changed. The next bounded slice was three reserved parameters after reference audit; Release Updater release #70 remains held.
Link/status-label reconciliation only: the references now point to the correct repository. Subsequent merge/proof and active claims belong to Release Updater #60's current body and latest handoffs; this old checkpoint is not a continuing PR reservation.

Instruction-drift reconciliation — 25 September 2026
The owner-requested corrections are now saved in the operative bodies of #65/#66/#67/#47/#29/#57, RocketsAreNostalgic/ran-booster#167 and RocketsAreNostalgic/ran-wp-release-updater#60.
#66 remains owner-closed. Its previously unchecked responsibilities are explicitly retained in this issue's residual-owner table and existing repository children, not marked complete, waived or put in a new queue. Core #54 and all five #61 release handoffs are delivered; they are not continuing freezes. Current source/API/dependency claims still require the normal exact-composition coordination.
Release Updater's matrix reconciliation (.github#82) and condition slice (RocketsAreNostalgic/ran-wp-release-updater#77) are recorded as landed; RocketsAreNostalgic/ran-wp-release-updater#70 remains held. Its existing implementation agent retains subsequent work. The two dated handoff comments 5829847505/5829896295 now link to the correct Release Updater resources rather than unrelated
.githubissue numbers.Checked-in guide corrections are reviewable, not merged, in .github#83 and RocketsAreNostalgic/ran-booster#176. Both exact heads have applicable green CI and completed independent code/security reviews. No source, workflow, pin, release, issue state or active implementation assignment changed.
For the next claim/handoff, re-read the corrected owning body, use fully qualified repository references and update operative acceptance when evidence lands. This adds no new approval or CI gate and does not require pausing correctly scoped ongoing work.

Instruction-reconciliation handoff — 25 September 2026
The operative #65/#66/#67, Core ran-booster#167, Release Updater ran-wp-release-updater#60, release #47/#29/#57 and umbrella #9 records now distinguish delivered milestones from residual acceptance. #66 stays owner-closed; the unchecked residual-owner ledger here is the active route, not a waived backlog. Core #54 and WP #61 are completed handoffs, not continuing reservations. Existing local API/file claims remain unchanged.
Checked-in guidance is proposed in organisation PR #83, final proposed head
2397d6b6b865c8c8d981cee3447aec2511aa823d, and Booster PR #176, unchanged headc1f09f4a1bb4a3c4efc19c1b6cf8d083f67ce331. #83 now covers publisher history, adoption, matrix routing and the two governing policy documents. Review found remaining active-#20 and active-#61 policy references; those are fixed without changing technical policy requirements, and both threads are replied to/resolved. Fresh code/security review is requested separately on the final head. Release Liveness Contract36126907491passed; unrelated required-profile workflows were skipped. #176's existing exact-head Quality/code/security evidence is clean.Neither PR is merged at this checkpoint. Use the already-saved owning issue bodies and existing approved decisions while documentation qualifies. Earlier #83 head/run references describe superseded review checkpoints, not final-head clearance.
The two identified Release Updater handoff comments now link to that repository's actual issues/PRs, rather than same-number
.githubitems. For subsequent slices, update the local issue's operative status alongside its dated evidence, then link it here with a fully qualified reference. This adds no check, approval gate or claim queue. A corresponding handoff is posted on the active Release Updater #60.Release Updater #70 remains held; Migrator #43 retains its independent installed-site gate. Template #81's current initial-setup-only work does not freeze unrelated quality. No source code, workflow, pin, dependency, version, settings, release or issue-state mutation was performed by this reconciliation.

Release Updater's first bounded owned-method cohort is proposed in RocketsAreNostalgic/ran-wp-release-updater#79 at 0c84c335e8317a1305e4e74907a401ad994fec0c. Two CanonicalUpdateUri method renames with all observed callers updated and RANOwnedMethods enabled only for that class. Fresh connected-main searches/ownership checks and exact SHAs are in the PR; no connected caller/dependency changes identified. Full pre-unit gates, focused 66 tests/20,351 assertions, no-dev, pnpm, scoped/inherited-method negative controls and two byte-stable PHPCBF passes passed. Portable full suite retains only the known two GLOB_BRACE errors; native CI/reviews pending. Both review requests posted separately. Release Updater #60's operative body now reflects landed #78 and proposed #79. Release #70 remains held; no merge authority assumed for #79.

Three methods, fourteen locals and 22 observed calls normalized; owned-method/variable enforcement remains scoped. Exact connected-main audit is recorded in Release Updater #60 and the PR; no dependency/host changes indicated. Pre-unit gates, 51-test/21,456-assertion focused proof, 118-test/672-assertion provider proof, no-dev, pnpm, scoped/inherited negative controls and two byte-stable PHPCBF passes passed. Full local suite retains the two known portable GLOB_BRACE errors; native CI/reviews pending. Both reviews requested separately; #60 operative body reconciled. Four methods, three public manifest parameters and one local normalized; all 15 observed calls updated, with named-argument success coverage and class-scoped enforcement. Fresh exact connected-main audit found no references or overlapping source claim. Pre-unit gates, focused 73 tests/581 assertions, no-dev, pnpm, scoped/inherited negative controls and two byte-stable PHPCBF passes passed; full local suite retains only the known two GLOB_BRACE errors. All three authorised Release Updater naming cohorts are now proposed as a stack, with exact evidence in Release Updater #60: BindingRecord #82 at c85d756aa25dad2e3be02adbef2f214218f1c72a; IdentityDescriptor #83 at 7df72ff2266b243789b32be3220f649e2e9614eb; ReleaseAdapter #84 at 0e530e91aa28656782b3ebec0d0ec5b76240f948. Base main a9786ed0a173e071df3bb0239bdafe6eb5c34ac7 has passed post-merge CI and Release Please.
Scoped method/variable enforcement follows completed declarations; adapter implementation methods are covered while its remaining variables stay explicit debt. Caller, named-argument, inherited-signature and saved wire/hash boundaries are documented in each PR. No connected caller/pin changes were identified at the recorded refreshed source heads. Local pre-unit gates, focused proofs, no-dev, pnpm, negative controls and repeated fixer stability passed; two known portable GLOB_BRACE errors remain distinct from native CI.
Both review requests were posted separately on all three PRs. #82 is CI/review clean; #83 native CI and code review are clean with remaining review status tracked locally; #84 CI/reviews are new. None is merged. Order #82 then #83 then #84, with downstream retarget/rebase and fresh qualification after each squash merge. Release Updater #70 remains held; broader naming/exception and matrix acceptance remain open.

Ben requested a fresh, self-contained home for research beyond Level 8: #161. It draws directly from the completed #127/#145 assessments and prioritizes deployment results, validated secrets documents and selected database/view/provider boundaries. Level 8 remains the default; Level 10 remains diagnostic pending a later decision. This research does not inherit #65's integration, release or manual-acceptance obligations, and does not authorize implementation or enforcement changes. Historical assessment links are included directly so future researchers need not reread this ledger.

Independent CSS/provenance assessment passed; actual-PR review and canonical/native qualification in progress. Coding Standards1.0.3 is already adopted through Core295; Providerbeta15 and shared frontend candidate remain adopted unchanged.
Adjacent controller: please reconcile the released satellite/dependency ledger against this exact proposed Core candidate and confirm any remaining integration evidence needed. Final combined-main readback follows Ben-approved source merge; this comment does not claim adoption landed or authorize merge. Audit of the issue body, 612 comments and linked delivery/disposition evidence found these residuals (10 October):
docs/quality/QUALITY_WORKFLOWS.mdstill describes the discovery failure repaired by PR143 as pending under quality: normalise Composer contracts and PHP standards across the maintained estate #65/quality: close cross-repository verification gaps from transferable review findings #136. Shared-workflow/documentation maintainer: correct the mechanism/evidence when available, retaining the real*.phpselection limitation and consumer-owned embedded/generated discovery. Complete on reviewed default-branch delivery and applicable checks; do not reopen quality: close cross-repository verification gaps from transferable review findings #136.Named settings evidence is now preserved in #57. Workbench #18 already owns private-environment Node alignment. The four surviving historical drafts in the branch audit still need Ben/owner retain-or-discard decisions; no branch changes were made.
Old matrix maintenance was deliberately superseded by PR142; upgrade/audit policy, Database evaluation-order proof and Admin formatter-selection regression were delivered. No acceptance criterion was dropped and no active controller was reassigned.

Core disposition of the two residual decisions identified in comment6099631894, without expanding the active adoption/release tranche:
• Retain the independent installed Plugin Check2.0.0 gate and its own WPCS profile, all configured general/security/performance/accessibility categories, fatal command/JSON/error behavior, and shipped ExceptionNotEscaped annotations. Coding Standards1.0.3 consumer adoption is complete. Scanner-policy alignment is deferred optional work, reconsidered only through a separately reviewed, message-specific mechanism that preserves independent output-escaping, nonce/sanitization checks and positive/negative controls. The current difference is documented in Core CONTRIBUTING.md; no failing gate is being waived.
• Retain the existing WordPress-compatible updater timestamp-token contract with its limitation explicit. Exact-value comparison protects distinct stored values; second-resolution tokens are not unique acquisition identities. Same-second release/reacquire can reuse a value, so a delayed repeated release cannot distinguish those acquisitions. Core's own WordPressUpdaterLock uses this contract; Branch installed proof is not Core certification. A redesign is deferred pending a reproduced supported race or concrete required lifecycle showing insufficiency, with WordPress interoperability evidence and a bounded owner-approved change under decision-register PU-004/PU-017. This is not a claim of universal race safety or a newly demonstrated production failure.
These dispositions preserve current guarantees; neither creates a new release prerequisite, production implementation claim or merge/publication authorization. UI/manual/Migrator holds remain.

Housekeeping retirement handoff — 10 October
Reviewed documentation proposals: .github PR162 and Bitbucket PR109, independent exact-head review without required findings. Merge remains Ben's decision; #160 retains contribution-policy consolidation.
Migrator beta.10 publication is verified and current #57/#65/#127 wording corrected. The previously unfulfilled manual matrix has a focused home in Migrator #73; published artifacts are unchanged. Core scanner/lock decisions from comment6099666797 are retained with revisit conditions in #127. Final adjacent acknowledgement of green Core66f536 remains requested there; Core retains release298.
Historical installed evidence is scoped evidence, not a generic perpetual hold. Concrete pending journeys remain #81/#85/Migrator73; controlled-site compatibility prerequisites remain Core's retained-compatibility baseline. Older/intermediate security-review passes do not certify later heads; Core's hosted-review waiver and Turnstile/Email's version-specific acceptance do not waive Migrator or starter acceptance. No new unresolved security finding was established, and no retrospective review programme is proposed.

No changed tuple or concrete qualification gap warrants rerunning completed work.
Reported task3 is NOT verified: latest #65/#127 comments still request adjacent final acknowledgement, and #127's explicit checkbox remains unchecked. Adjacent ecosystem controller: please acknowledge this exact combined main/composition and qualified release-only candidate, or name a specific unresolved integration requirement and owner. Plugin Check and updater-lock dispositions in #65 comment6099666797 and #127's retained-decisions section remain settled; no new requirement/race was demonstrated. UI/manual journeys #81/#85 and Migrator#73 remain separate; Migrator acceptance hold is unchanged. No Level9/10 expansion.
No later explicit Ben release approval found. PR298 requires Ben's specific approval for Create a merge commit under Core AGENTS.md and RELEASE.md; neither release merge nor publication performed. Latest published Core release remains beta.33. After approval, Core retains exact merged-main CI, tag/commit, immutable assets and publication/package verification.
