Use the renamed shared GitHub account @simsong-agent for Codex and Claude Code. Preserve the Codex commit email and existing signing key, require each agent to use its own commit email, and prohibit Claude from using the Codex signing key. Remove personal-account fallbacks for agent GitHub writes.

Validation: make docs-html passed with Sphinx warnings treated as errors, using the existing virtual environment without installing dependencies; Git whitespace checks passed.

The github-codex SSH host alias remains unchanged. This PR is intentionally draft; no merge or deployment is authorized.

Retain the Codex commit identity and signing key; Claude uses its own
commit email and cannot use the Codex signing key. Prohibit personal
GitHub account fallbacks for agent writes.
