What's the achievement name? Proafirmační?

What are the criteria for awarding this achievement? Awarded to every judge judging more than 5 debates, telling their ratio of calls towards affirmatives/negatives. It will be accompanies with some funny text.

Implementation progress

• achievement named and described
• achievement criteria translated to SQL
• tests for columns added in achievements.yml
• model reference added to union_relations in final__all_achievements.sql
• achievement image generated and placed in frontend/public/achievement_backgrounds/

This was already implemented on but not merged from achievement/skewed last year - the logic is sound, I think, so we can re-use it after we rebase the branch
