Move german translation at /de to sphinx translation

Just an issue for anyone else confused, I've built it with the jekyll contribution for now. Later we should remove the directory, and then it can come from sphinx automatically building a translated german language.

Set up stub as Building out Webpages and added you as a maintainer.

Python for beginners and the new project share the same translator team.
