Allow computing product criteria commissions by amount sections. Each commission item of a commission of type "Product criteria" can now use "By sections" as compute price, defining rate sections with an amount range and the percentage applied to the whole base amount of the line. Sections are closed intervals, as the ones of the standard commission module: the first section whose limits contain the base amount is applied and no commission is granted when the amount is out of every section.
