fix: don't overwrite accountName loop variable for nkey plugin

TL;DR

Fix the nkey plugin special-case in initializePlugins so it no longer overwrites the accountName loop variable.

Additional Details

In src/control-plane-services/nats-auth-callout/internal/plugins/manager.go, the loop over pm.config.AccountConfigs assigned accountName = "" when it hit an nkey plugin entry. Since accountName is the outer loop variable, every plugin processed after the nkey entry on the same account was registered under an empty account name. The fix introduces a local pluginAccountName variable (initialized to accountName) that the nkey special-case sets to "", leaving the loop variable untouched.
