Privacy stack 7/9. Depends on #930. Next: #932.

What

Add opt-in restriction_scope = "task". External restrictions and affirmative sensitive classifications keep later turns in the restricted lane. Failures, uncertainty, and low clearance scores are re-evaluated on the next turn.

Why

Some tasks must remain private after sensitive content leaves the visible conversation.

How tested

Task stickiness, non-sticky failures, capacity, and concurrent state checks passed.

The complete stack also passed workspace tests, strict clippy (including prefill), formatting, and 187 Python tests. No live provider calls.

Notes for reviewers

Retention is bounded and process-local, keyed by task ID. Missing IDs and full storage fail closed. Locks are not held across classifier calls.

No new public Rust methods or native ABI changes; request scope remains the default.

Closing this draft stack for now. I’m sharing the cumulative branch and design/evaluation artifacts for architecture feedback before reopening a smaller stack.
