feat!: airflow 3.0 upgrade

Resolves NASA-IMPACT/veda-data-airflow#441

• Updates package versions and dependencies
• Adds dag processor, triggerer services to align with airflow 3.0 architecture. These components now run their own API server, and so they need their own task definition.
• Web server is an API server now, workers will reference it using the Task SDK. The API server still serves as a web interface.
