This Adds an
enabledflag for destinations, exposed through LiveView controls and backend API create/update payloads.Disabled destinations are removed from attached-source and drain-rule routing, their source and consolidated pipeline workers are reconciled across the cluster, and their events no longer affect destination ingestion counters or backpressure.
