QD-16431: cherry-picks of the podman CI fixes from
main, in merge order. Each one was picked with-x, and all applied cleanly.Why: 262 still floats
podman@latest, so it's broken the same waymainwas. The shared ruleset requires the version-freeTest (⚙️ <os>, 🐳 docker|docker-oldest|podman) / Testchecks that only #1055 produces, so 262 PRs can't merge without this one.After the picks, every touched file is identical to
main, except theci.ymlnightly tag, which is 262-specific and was already different. Renovate runs only on the default branch, so therenovate.jsonchanges have no effect here. They're kept to stay in sync withmain.Verify: the CI matrix is green, and the five required checks above are reported.
