gif.js has been unused since 4.7.0, when the GIF recorder swapped over to gifenc.

40764f8 left the files in place even though nothing references them, and no plugins depend on them either, so they can be removed entirely.

There are currently a few important non-public plugins that rely on this. But I'll revisit this in the future.
