IgbGrid - Virtual scrolling may sometimes fail to reach the first or last row

Description

In IgbGrid, the last row may not appear even if you drag the scroll bar all the way to the bottom. Similarly, the first row may not appear even if you scroll all the way to the top.

Steps to Reproduce

1. Run the sample.
2. Drag the vertical scroll bar in the grid all the way to the bottom, and then drag it all the way to the top.
3. Repeat Step2.

Actual Result

The last or first row may not appear.

Expected Result

The grid allows you to view all rows by scrolling.
