feat(routing): give Jev meaningful task briefs and host catalogs

Jev previously received identical choice descriptions with mostly unknown metrics. Add controlled assignment briefs and distinct, reviewed candidate preferences so different tasks for the same specialist can select different supported model/effort pairs without inventing benchmark scores.

2 of 4; depends on #47. This PR targets routing/dynamic-contracts to show only its own changes. Merge after #47 and retarget to main when appropriate.

• Pin host-scoped catalog snapshots and compile them against actual worker controls. Claude aliases have documented qualitative starting descriptions; Codex uses the active host's roster.
• Retain identities, paths and provenance locally. Send bounded task fields and opaque profile labels; reject arbitrary preference/brief text and stale snapshots.
• Separate hard facts, reviewed priors and complete scoped observations; unknown facts cannot satisfy enforced constraints.
• Validation: 164 offline tests passed (removed duplicate inherited executions while retaining legacy coverage), both validators passed, generated bundles and whitespace clean. Fake providers verify different same-role choices on all three hosts; no live recommendation-quality claim, model runs or personal activation.
