Description of changes

• Fixed issues preventing resubmission test data from generating successfully in the local environment.
• Added user profile initialization and required resubmission metadata.
• Fixed PDF copying and uploading to local S3/RustFS storage.
• Added cleanup of previously generated resubmissions and reset original resubmission metadata to support repeated runs.
• Updated test data modifiers to prevent validation errors.
• Updated check_resubmission_allowed() to query SingleAuditChecklist directly instead of relying on the General dissemination table.
• Extracted legacy audit eligibility checks into check_legacy_resubmission_allowed() to simplify the logic and resolve the Flake8 complexity warning.
• Added handling for cases where no matching legacy audits are found.
• Updated unit tests to verify resubmission eligibility without requiring dissemination records, including different UEIs, audit years, and missing siblings.
• Removed unnecessary debugging logs.

How to test

1. Start the local FAC environment and load the sanitized data.

2. Navigate to util/load_public_dissem_data/ and run manage_local_data.bash.

3. Select option 4 - Generate fake resubmission dissemination data.

4. Select option 5 - Generate resubmissions, without running option 7 to re-disseminate all SAC records.

5. Verify that:

   • Previously generated resubmissions are cleaned up.
   • New resubmissions are generated and disseminated successfully.
   • PDFs are copied and uploaded to RustFS successfully.
   • The multi-version resubmission chain is generated correctly.
   • Resubmission eligibility checks work without requiring the General dissemination table.

6. Run option 5 again to verify the process can be repeated without errors.

7. Run the unit tests:
