Checks for owner 'FAIRDataTeam' by default, but this can be overridden using an optional 'repo-owner' input. Also rename the 'build' job to a more apt 'publish'

The publish jobs should only run on our source repositories owned by
FAIRDataTeam.To support the exceptional case that the jobs should run for a different owner, we define a condition that checks the repo owner against an optional
repo-ownerinput with default valueFAIRDataTeam.
