The repository's full composer lint:php gate reports extensive legacy errors across route files, so every Homeboy release is blocked even when a focused PR is syntax-valid and unchanged-file debt is unrelated.
Expected
Create a truthful incremental/baselined PHPCS gate, then pay down the baseline without suppressing new violations. Release lint should be green on main and fail only for introduced regressions.
Observed while releasing v0.25.2; release required --skip-checks=lint.
