This PR adds an experimental compile option for running the
steering-term rewrite flow.
Usage:
compile --optimize-steering-rewritesWhen enabled, the compile flow runs the experimental
handshake-rewrite-termspass followed byhandshake-combine-steering-logicbefore materialization and bufferplacement.
This PR is currently a draft while the pass is still being validated.
