Adds an Agents tab to the admin area for each shared agent's workspace default (prompt, backend, model), how many people have their own settings, and a reset for them. The Agents page is unchanged — everything there still writes the caller's own prefs, admin or not. Also: admins can edit or delete any skill, and the agent typing indicator now stops when the agent posts rather than when the run ends. Frontend components are not tested yet, so that coverage gate will fail.

errcheck flagged the unchecked fmt.Sscanf.
Covers AgentsAdminPanel, AdminLayout, AdminAgentsPage, admin-tabs and the three admin hooks — the four files the coverage universe check flagged. The panel also normalises its fields on save; it kept the untrimmed text, so the form stayed dirty against the saved template and never settled.
