At any certified finite crossing horizon, actual survival on shifted sources n+2 equals the periodic coefficient test on every input. The change proves exact equality of finite counts, full-period/remainder decomposition, and both periodic count bounds. It instantiates the transfer for all horizons through 14186. It removes the additive finite source cutoff from these finite-horizon identities; it does not prove crossing existence or improve an asymptotic density result.
Validation: both CI runs passed full Lean compilation. Seven theorem axiom footprints allow only standard logical axioms; 22,000 independent exact-orbit/coefficient classifications and 22,011 count identities/bounds passed; two false count controls were rejected. Universal crossing remains open, and frontier priority is unestablished.
