Upgrades actions/setup-node to v7 in CI and release workflows, and streams rollout JSONL instead of reading the whole file.

The rollout reader now processes JSONL line by line, so a rollout can exceed the JavaScript string limit without a whole-file allocation. Malformed lines are still skipped and file read errors still propagate.

Bug Fixes

• Metadata and evidence parsing share a UTF-8 streaming line iterator that preserves parsing, chunk-boundary, and error behavior.
• Adds regression tests for files at the string limit, CRLF and blank lines, unterminated final lines, and missing-file/directory errors.
