Remove sift in favor of Mongoose-maintained lib

Re: #16513 etc., sift has not had any commits or releases since April 2024 (nearly 2.5 years at the time of this writing) despite several issue reports. Should be doable to write our own lib to handle applying MongoDB query filters in Node.js without having to work around sift's quirks.

Is there an estimated timeline or target date for removing this dependency?

Rough estimate we should have the Mongoose maintained lib ready in the next week or two. TBD whether we think we can get it in a Mongoose minor release or whether it needs to wait for the next major version.
