[bug] The GHA workflow is failing because of a duplicate env entry

Thanks for reporting this first. I reproduced the duplicate top-level env mapping and committed an independent fix for all three affected workflows in b9babdd. The later, fuller report #1191 is the consolidation point for the fix and CI follow-up. This is a duplicate report of that same parse defect, not a dismissal, and I’m leaving this issue open until the verified change lands. All nine workflow YAML files pass a duplicate-rejecting parse check locally.

Verified independently: commit b9babdd (the independent fix for all three workflows) is in master, and all ten .github/workflows/* files now parse cleanly under a duplicate-key-rejecting YAML loader — no duplicate top-level env mappings remain. Happy to close this as fixed; leaving the decision to you since #1191 tracks the CI follow-up.
