Runtime-agnostic abstraction #1199

Open

Description

@0x676e67

wreq supports both the Tokio and Compio runtimes, yet a large amount of code is duplicated. Thanks to its I/O-agnostic architecture, wreq can accommodate additional runtime implementations. Building a runtime-agnostic abstraction layer will greatly reduce redundant work when supporting new runtimes.
