It appears that the 'strategy' parameter is not fleshed out. It is mentioned in the release notes
(strategy: lenient, balanced. How aggressive to be at removing false positives such as measurements.)
but never fully explained anywhere else. The core service uses 2 values
(balanced_or_greater = {'balanced', 'strict'})
to adjust a filter, but that's it.
