Am I missing something or does this only work within a dashboard not between different dashboards?

Yes, only within a dashboard but between all views. Reason: views from other dashboards cannot be accessed in the same way. In theory, we could retrieve the configurations of other dashboards via WebSocket, but that would have a few limitations.

What use case do you have in mind?

I have three dashboards. What I've done is created a subview in each with your footer card, and mirrored it to each view. That way if I make a change in the visible dashboards it doesn't affect the footers.

Since the footer is the same for all three dashboards, what I would like to do is create one (hidden) dashboard that would hold what I want to mirror (like your footer card), then use your mirror-card to replicate to the dashboards. That way if there are any changes to the dashboards I would not have to go to each footer card and modify it.

Just a thought, I'm not a programmer, at least not for decades. :) What I've setup using your cards works.
