Allow setting "Scope Entire Table Pick Lists" Pref for each Pick List

Currently, the Scope "Entire Table" Picklists checkbox is in Collection Preferences. It applies to all "entire table" and "field from table" pick lists in the database (with some observed exceptions, namely the PrepType pick list, see #7589).

This preference is problematic because:

1. it's location is confusing. Being in "Collection Preferences" when it applies to all collections
2. functionality is reduced. It can only be applied to all or none of the entire table/field from table pick lists
3. description unclear: "If enabled, picklists of type "Entire Table" will only show items that are in use within the current collection." when, as mentioned above, the preference also applies to pick lists that are "Field from table" type.

Solution:
Move this checkbox preference to the pick list form if/when the Type is not User Defined Items
