Add ext/zlib/depend

`tool/sync_default_gems.rb all` removes the whole `ext/zlib` directory before copying this repository over it, so the `depend` file that ruby/ruby carries is lost on every full sync. Keeping the authoritative copy here restores the split that Misc #22206 settled: the complete dependency rules live upstream, and ruby/ruby keeps only the source correspondence that `minimize_dependencies` leaves behind. Generated with `ruby ext/zlib/extconf.rb --update-depend` from a build directory outside the source tree, so the root detected is this repository and no `$(hdrdir)` entries are pulled in.
