Add ext/stringio/depend generated by mkmf

ruby/ruby carries this file, but sync_default_gems.rb copies the upstream ext/stringio over it and deletes it. Generated with `ruby ext/stringio/extconf.rb --update-depend`, which roots the scan at this repository so no $(hdrdir) entry appears and older Rubies still build.
