Use a site as a reconciliation source in other tools #755

Description

@jamiefolsom

As a researcher working in another tool — Recogito Studio, FairCopy, or OpenRefine — I want to match my own data against what a site publishes, so that I can link records without knowing anything about the site's backend.

FairData already offers a reconciliation endpoint (see the Reconciliation API section of the core-data-connector README); sites do not. The site's own URL should answer reconciliation queries, on server-rendered and static deployments alike.

A settled design exists in our planning notes. Build this after the static search work, which proves the shared indexing approach this depends on.
