Subject: [PATCH] ci: run Dependabot version updates on demand

Weekly Dependabot runs open more pull requests than we can review. Switch
every entry to the semiannual interval, so that version updates are
triggered by a maintainer from Insights > Dependency graph > Dependabot >
"Check for updates".

Dependabot has no manual-only schedule, so the run every six months is only
a fallback.
