Installation fails (Django 1.9.9)

Are there any coherent installation instructions?

It seems like it's dependency hell with a lot of hacking JUST to get the code to run.
My end goal is to get django-nvd3 working, but for whatever reason they decided to tie THAT code to yours...

Django-bower is not a mandatory dependencies as the user should be free to install JS files using different method.
2> Did you really expec to get help with that attitude, or did you mean to put this on pointless-unfriendly-rant-because-I-cant-be-bothered-to-read-instructions-before-complaining.com?
