Cleanup logrotate scripts by removing rotation limit

(make sure there is no default value for rotate and it actually doesn't remove logs if rotate is not present at all)

Cleaned up, switched to weekly rotation and put under Puppet control the following logrotate scripts:

• nginx
• celeryd
• uwsgi

Needs testing.

Now need to add mail command to sudo.nuspic account.
