- This file DOES NOT contain Oracle Instant Client 23.8 (Basic Lite) - install it from [https://www.oracle.com/database/technologies/instant-client/winx64-64-downloads.html]
-the python packages are set to install in the launch.bat file using the requirements.txt file for reference
