Add `/cloud name restart` command to restart a MM server in the cloud

I have gotten stuck twice now restarting my cloud server by upgrading then downgrading it. (it restarts)

There is nowhere in the UI for an admin to restart the server.  Why not?  We have all kinds of commands that indicate they require the server to be restarted to take effect...
