Consider Bun plugins for faster tooling

Bun plugins load before any code is run. Perhaps we could utilize this for a performance bump by preloading code that loads caches or executes tooling.

Or consider a small Zig/Rust-based binary as the devtool entrypoint that preloads caches and tooling definitions and decides whether to run things directly immediately or fully bootstrap the Devtool/Bun runtime.
