feat(web): show ALL flick legends

I currently use Unexpected Keyboard to type in Shavian. I went to update my Keyman layout to support the newly added flick gestures, but came across a missing fundamental feature.

Here's the Unexpected Keyboard layout I want to recreate:

Here's how it looks on Keyman now:

Notice anything missing? Yes, the flick legends are missing.

I honestly can't believe I have to explicitly say that this is a necessary feature. As an example from another app, here's GODAN layout for Japanese on Gboard:

There are actually 3 hidden shortcuts on the A, I, U, E, and O keys, but all the other swipe legends are always active.

Here's the keypad layout for Japanese on also Gboard:

The key legends on the main 10 keys are hidden, but long-pressing reveals the flick legends. (This method is not workable on Keyman because the same key may have both long-press and flick gestures.)

Describe the solution you'd like

Add an option that says "Show all flick hints" in Touch Layout > Platform > Edit... > Default hint source

This is on our most recent roadmap update for v19, but we currently expect that we will not be able to do this significant work on this until v20 -- we should have a roadmap update coming in the next few weeks which will reflect this.
