[BUG] Logs - Unexpected filtering behavior

Description:

On the Logs screen, when filtering by a specific Device ID, all other devices disappear from the filter list. To view them again, you must manually reselect “All devices.”

Expected result:

Users should be able to see all devices ID in the filter list regardless of the selected device.
