v7.10.0 was tagged recently but isn't in the HashiCorp module registry: https://registry.terraform.io/modules/github-aws-runners/github-runner/aws/latest (still showing 7.9.0). This looks like a failure on HashiCorp's side rather than anything in the repo. You may need to cut a fresh tag (e.g. v7.10.1) to retrigger the upload.
